    The Re-Blue event is an annual gathering of IAMD WTIs to exchange the latest tactical information and trends, as well as receive feedback from the WTI cadre – a tangible representation of the enduring commitment to invest in the WTI cadre beyond earning their patch and completion of readiness production tours.

    “SMWDC is driving a culture of rapid learning, which is a teachable skill that optimizes the capability of our weapons systems,” said SMWDC’s Commander, Rear Adm. John Wade. “These Re-Blue events are just one of the ways our team is engraining High Velocity Learning (HVL) into our DNA, striking at the core of tenets of HVL such as building systems of discovery, swarming problems, and sharing knowledge throughout the organization.”

    This year’s IAMD Re-Blue curriculum focused on demonstrating proficiency with the soon-to-be-released IAMD Toolkit, which will allow Fleet units to conduct the highest-fidelity IAMD planning currently available to the Navy. IAMD WTIs will be responsible for training Fleet users of the new toolkit in various Fleet Concentration Areas in the coming months.

    “We know that our adversaries are working hard to challenge us, it is our job as the IAMD component of the Surface Fleet Warfighting Development Center is to make sure our tactics, techniques and procedures are constantly ahead of theirs,” said Capt. Jim Jones, division director of SMWDC IAMD Division. “IAMD Warfare Tactics Instructors are trained to remain curious, humble, forceful, tactful and credible. These periodic Re-Blue gatherings help cement this.”

    Jones also said the IAMD WTI Program in Dahlgren stresses the importance of human factors in both combat and the schoolhouse. The WTI teaching style is rooted in instant feedback in an atmosphere of mutual trust and support, allowing for continuous growth and development. The IAMD WTI schoolhouse at Dahlgren is a place where both new and seasoned WTIs may gather to comprehensively exchange thoughts and experiences while challenging each other’s tactical ideas.

    Chief Warrant Officer Troy Woods, an IAMD WTI assigned to the deployed warship USS Bunker Hill (CG 52), traveled to Dahlgren to participate in the Re-Blue – a clear sign of the value that the WTI program and Re-Blue training brings to Warfare and Strike group Commanders.

    “The purpose of the WTI program is to train junior officers at a high level so they can return to the fleet and be exceptional teammates who improve the capability of our warships to fight and win,” said Woods in a recent interview. “A WTI’s responsibility doesn’t end when they get their patch. That’s just the beginning.”

    Another advantage of periodic Re-Blue events is that WTIs reaffirm their specific shipboard training in threat-centric planning and the use of updated planning available to the Fleet. They also receive updates on counter-unmanned aerial systems, combat identification, electronic warfare, and Aegis speed-to-operational-capability programs.

    Re-Blue events are not limited to SMWDC’s IAMD Division. SMWDC’s Sea Combat Division will host its first Re-Blue event in 2018, and the Amphibious Warfare Division is planning to bring a Re-Blue event online as well. Implementation of Re-Blue events at each of the divisions who train WTIs ensures that WTIs reaffirm skills learned during their rigorous curriculum and are also equipped with the latest tools, tactics, and training available in the Fleet.

    SMWDC is increasing the lethality and tactical proficiency of the Surface Fleet as the Surface Warfare community’s Warfighting Development Center (WDC). It is headquartered at Naval Base San Diego with four divisions in Virginia and California focused on Sea Combat, Integrated Air and Missile Defense, Amphibious Warfare, and Mine Warfare.
