Vice Adm. Matthew J. Kohler, commander, Naval Information Forces (NAVIFOR), opened the Information Warfare (IW) Pavilion speaker series at WEST 2018, the premier naval conference and exposition on the west coast, Feb. 6.
West 2018 is being held at the San Diego Convention Center Feb. 6-8. This conference, now in its 28th year, brings military, industry and academia leaders together to discuss information warfare, integrated warfare, near-peer challenges, and associated creative and agile solutions. WEST is co-sponsored by Armed Forces Communications and Electronics Association (AFCEA) International and the U.S. Naval Institute (USNI).
The IW Pavilion showcases some of the most recent efforts to improve cybersecurity and technology in the fleet. This venue creates a platform for conversation regarding the evolution and present state of IW, including Assured Command and Control (AC2), Battlespace Awareness, Integrated Fires, and the CNO’s Maritime Strategy.
“The IW Pavilion is another part of WEST 2018 that continues to get better each year,” said Kohler, during his opening remarks at the IW Pavilion Tuesday morning.
Kohler set the stage highlighting key IW events, speakers and panels.
“Our most important weapon is also on display: our people – our Information Warriors: Intelligence Professionals, Cryptologic Warriors, Information Professionals, Meteorologists, Oceanographers, and Space experts,” added Kohler.
Kohler also shared his 2018 strategic focus as the IW Type Commander: advancement of the Naval Information Warfighting Development Center (NIWDC), establishment of the Information Warfare Training Group (IWTG), maturation of the IW Commander Afloat construct, Continuity of Training across IW, and the maturation of the IW Readiness Metrics.
NIWDC officially established itself as the warfighting development center for IW reaching its Initial Operational Capability (IOC) March 2017. NIWDC centralizes IW advance training across the community, bringing together efforts to update and develop new IW Tactics, Techniques and Procedures (TTPs). The command also serves as a catalyst for maturing the IW training continuum and beginning the initial steps to develop IW subject matter experts thru the Warfare Tactics Instructor program.
“NIWDC, in partnership with NAVIFOR, has evolved the Information Warfare Commander construct over the past year, where the information warfare community is detailing post-command screened captains as the Information Warfare Commander and the position continues to advance carrier strike group warfighting capabilities,” continued Kohler.
Through the next year, IWTG will expand its cadre of experts to provide unit level training in the areas of intelligence, communications, cryptologic warfare, METOC and space operations not only to the fleet, but to IW shore commands as well. The IWTG and NIWDC will be part of advancing IW continuity of training from individual, to basic in intermediate, to advanced warfighting capabilities.
“Our collective partnership across the DoD, industry and academics will ensure IW wholeness and Navy warfighting effectiveness,” concluded Kohler.
