Peter Bodycoat, a technical project manager for Naval Undersea Warfare Center (NUWC) Division Newport’s Sensor and Sonar Systems Department, recently received a Department of the Navy Superior Civilian Service Award, the second highest Navy honorary award that recognizes superior civilian service that has resulted in high value or benefits to the Navy.
Vice Adm. Joseph Tofalo, commander, Submarine Force Atlantic, presented the award to Bodycoat on Dec. 13, 2017, in Norfolk, Va.
Bodycoat, a resident of Newport, R.I, earned accolades for his outstanding contributions as the integration and execution lead for the Theater Anti-Submarine Warfare Offset Project. The project was in response to urgent Combatant Commander — European Command, Strategic Command and Northern Command — requirements for additional maritime intelligence, surveillance, and reconnaissance capabilities. Under Commander, Submarine Force leadership, the Chief of Naval Operations directed a rapid prototyping project be undertaken utilizing systems developed by the Office of Naval Research, Defense Advanced Research Projects Agency, and NUWC Newport.
Bodycoat’s citation was for sustained superior service as the Maritime Surveillance System project manager on the staff of the NUWC Newport from October 2014 to July 2017. It reads: “… As the hand-picked leader to stand up the Theater Anti-Submarine Warfare Offset Project, Bodycoat’s peerless leadership ensured the successful integration of an agile, empowered innovation team spanning industry, academia, and multiple government agencies. His diligent efforts ensured the development of a prototype that met the goal of ‘concept to deployment’ in less than 24 months, providing a functional distributed and netted undersea system that is the first of its kind in the Department of Defense. His contributions were extensive and outstanding, particularly his ability to employ High Velocity Learning concepts across the entire breadth of the project, ensuring the agility required to address challenges associated with rapid fielding of a system designed to meet emergent combatant commander requirements for maritime surveillance across multiple areas of responsibility.
“His tenacity, technical acumen, and strong leadership ensured the successful execution of five at-sea developmental and demonstration events worldwide and laid the groundwork for future capabilities. Bodycoat’s distinctive accomplishments and impressive devotion to duty reflect great credit upon himself and the Department of the Navy.”
NUWC Division Newport, part of NAVSEA, is one of two divisions of the Naval Undersea Warfare Center. NUWC Division Newport’s mission is to provide research, development, test and evaluation, engineering and fleet support for submarines, autonomous underwater systems, undersea offensive and defensive weapons systems, and countermeasures. NUWC’s other division is located in Keyport, Wash.
