    Integrated Personnel and Pay System - Army

    LTG Timothy Kadavy, Director, Army National Guard, met with COL Darby McNulty, Project Manager for the Integrated Personnel and Pay System - Army (IPPS-A), and COL Gregory Johnson, IPPS-A Functional Management Division Chief, for a review of the roll-out of the new Human Resources (HR), Pay and Talent Management software system which will eventually subsume and replace most Army HR systems for the Total Force affecting approximately one million Soldiers in a briefing at the National Guard Bureau on October 13, 2017.

    The Army National Guard is the first Component for the phased implementation of personnel e-modernization efforts, with the Pennsylvania Army National Guard hosting initial tests of IPPS-A.

    "Pennsylvania is first of the first," said LTG Kadavy.

    "People aren't always comfortable with change, but this is a good thing that we need to move to. We're learning for the Army as the first of the three Components to get IPPS-A."

    IPPS-A has conducted 41 D-360s as of December 2017 at the state level. The last D-360 for 2017 took place December 13. Every 30 days, Soldiers of the state Army National Guard and IPPS-A team review a checklist of preparations prior to implementation. Future planned phases will incorporate the Active and Reserve Components.

    "We're going to be the first organization in the DoD [Department of Defense] - maybe the Federal government - that will have HR on their mobile device," said COL McNulty. "This is going to be the largest HR system in the world ... the largest roll-out of Oracle systems for all Soldiers."

    "All the PII (personal identifying information] is encrypted and behind a firewall. We've worked this with the G-6 of the Army and Cyber Command," said COL McNulty, addressing concerns about security and privacy for Soldier records.

    COL McNulty is the project manager for most of the Anny programs in the human capital domain such as Army Human Resource Systems [AHRS), Distributed Learning System [DLS), Reserve Component Automation Systems and Force Manage­ment System (RCAS/FMS), Distributed Learning System (DLS), and has served as program manager for IPPS-A since 2014.

    "It's essential that we have a system that is agile and adaptive. The capabilities have GEN Mcconville fired up. This is one of his top priorities as Vice Chief of Staff," said LTG Kadavy.
