    Integrated Personnel and Pay System - Army

    Accuracy and readiness in personnel and pay actions in the Army are an essential aspect of taking care of America’s Soldiers. In today’s Army human resources (HR) environment, multiple systems interacting with each other can lead to incorrect data and mistakes that affect Army personnel and their families. The coming Integrated Personnel and Pay System – Army (IPPS-A) will revolutionize that environment, improving the lives of commanders, HR professionals, and Soldiers across all three components.

    IPPS-A is an online HR system that will provide integrated personnel, pay and talent management capabilities in one system for the first time ever. In order to centralize HR, IPPS-A will subsume over 30 of the Army’s old personnel systems which will, in turn, increase the accuracy and timeliness of personnel and pay transactions. The end goal is to reduce undue hardships placed on Soldiers and their families, increase readiness and support the efficacy of an all-volunteer force that is integrated and optimized to win.

    Army commanders have a main, overall goal: ensure their units are ready at all times. With IPPS-A, commanders will have visibility over the total force in one streamlined system and dashboard, which will increase overall readiness.

    IPPS-A also falls in line with U.S. Army Vice Chief of Staff Gen. James C. McConville’s belief that “talent management is about putting the right person in the right job at the right time.” The system will help to inform commanders’ decision-making to see the skills of their Soldiers across the unit in order to fully optimize the talent that they have.

    In addition, IPPS-A will help ensure that the total Army implements an auditable system, fully supporting congressional requirements.

    While IPPS-A will help commanders will overall readiness, it will also help HR professionals in their day-to-day work. By subsuming over 30 current personnel and pay systems (eliminating over 300 interfaces), IPPS-A will make their lives easier and more efficient.

    It will eliminate the need for HR professionals to input the same personnel information into multiple personnel and pay databases, which will reduce errors and repetitive data entry as well as allow an automated workflow to dramatically increase efficiency. When a personnel action is updated, pay transactions will automatically be triggered.

    Transparency and accuracy are dominant themes for IPPS-A in improving the lives of the Army’s Soldiers. With IPPS-A, the Army’s one million Soldiers across the Active, Guard and Reserve Components will have near real-time access to an online record of their entire careers. The process will be completely streamlined for transferring between deployments, assignments, and even Components.

    IPPS-A will also lead the Army’s personnel systems into the 21st century by allowing mobile access to Soldiers’ personal HR and pay information. They will also be able to track HR and pay actions from start to finish, minimizing wait time and providing transparency to check on the approval status of transactions.
