    The Federal Employee Viewpoint Survey (FEVS) will be available to all eligible U.S. Army Corps of Engineers employees from May 8 through June 19, 2018.

    According to the U.S. Army's Civilian Workforce Transformation program (CWT), the FEVS is “an annual government-wide survey that measures employees' perceptions of whether, and to what extent, conditions that characterize successful organizations are present in their Agency.” The survey’s results are intended to provide leaders insight into the strengths and weaknesses of their organizations.

    “The responses to the survey are taken seriously by the District Command Team and are used to identify areas of improvement and develop actionable steps to make our district better,” said MAJ Jared E. Runge, Buffalo Deputy District Commander. “With a new commander and deputy coming on board in July, this is a great opportunity to tell them where they need to focus their attention.”

    In the 2017 FEVS, the Buffalo District had the highest response rate among all Corps of Engineers districts. In response to the data, the command developed a District Action Plan addressing both areas of concern and strength.

    "Past surveys indicated we needed to better recognize employee accomplishments and provide more development opportunities,” said MAJ Runge. “We have since increased the awards and recognitions we give, worked with supervisors to ensure Individual Development Plans are up to date, which translates into more training opportunities, reenergized The Charger [internal newsletter] and Commander’s Letter into monthly publications, and expanded leadership and mentorship programs.”

    “One of the items that came up in the FEVS was opportunities for employees to advance their career,” said Regulatory Branch Chief Diane Kozlowski. “So I helped organize a leadership program called ‘Leadership with a Twist’ that teaches you can lead from anywhere in the organization. Supervisory training happens every month, but we wanted something available to the entire workforce.”

    The Command also identified physical workplace conditions as a major area of improvement.

    “The FEVS results have helped sell our need for a new facility,” said MAJ Runge. “We’ve also put time and dollars into fixing the upstairs foyer, employee lounge and entryway in Building 1, as well as indoor air quality surveys and HVAC repairs.”

    “The Command recognizes everything could be better,” acknowledged MAJ Runge. “Every year, the FEVS helps steer the Command towards making improvements that are meaningful to employees.”

    The FEVS was first administered in 2002 as the Federal Human Capital Survey, and again in 2004, 2006 and 2008. The FHCS was renamed the Federal Employee Viewpoint Survey in 2010 and revised to focus more on actionable items. Starting in 2010, OPM began administering the FEVS annually.

    • ELIGIBILITY: Full-time or part-time, permanent, non-seasonal employees onboard with the Army as of Oct. 2017
    • CONFIDENTIALITY: OPM does not provide Army with individual responses. Results are reported in aggregate form
