Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Sigonella’s Contracting Department awarded two new ship support contracts, Mina Salman Port Services contract and the U.S. Central Command (CENTCOM) Husbanding Services Provider (HSP) Multiple Award Contract (MAC), that support U.S. Naval Forces Central Command (NAVCENT) and other Joint vessels in the CENTCOM area of responsibility.
NAVSUP FLC Sigonella awarded these two contracts as the Procuring Contracting Office, and NAVSUP FLC Bahrain will execute the contracts as the Administrative Contracting Office. NAVSUP FLC Sigonella and NAVSUP FLC Bahrain’s close partnership with U.S. NAVCENT’s fleet husbanding team will ensure successful support to ships throughout the Middle East.
Awarding the CENTCOM Husbanding MAC completes NAVSUP global MAC coverage enabling competition from contractors for each individual port visit. This process ensures checks and balances in the evolution of HSP contacts and removes the historical process of only having one contractor to support all visits in a region, achieving a significant milestone in the evolution of HSP contracts.
Historically, NAVSUP FLC Sigonella HSP contracts supported forward deployed vessels homeported in Bahrain for port services typically provided by port operations in U.S. Navy ports. The forward deployed vessels’ port requirements at Naval Support Activity Bahrain’s Mina Salman tend to be different between coastal patrol vessels (PCs), mine countermeasures vessels (MCMs), coast guard cutters (USCGC), and the newly-released littoral combat ships (LCSs) than ships visiting ports without a Navy presence. The niche requirement does not fit the HSP standard of the sporadic and short duration support for ships in non-Navy locations. Therefore, NAVSUP FLC Sigonella awarded the prototype port services contract for Mina Salman, directly addressing these needs and providing more efficient and effective support for NAVCENT and U.S. Coast Guard ship squadrons. This smaller contract eliminates administration and overall costs, with significant savings expected.
NAVSUP FLC Bahrain Commanding Officer Capt. Kerry Pearson said, “The Mina Salman Pier Services contract is a milestone in that it not only reduces the administrative churn for ships homeported in Bahrain, but also enhances the husbanding support provided at a competitive price. This contract represents a collaborative effort between the two fleet logistics centers and NAVCENT’s fleet husbanding team.”
Capt. Jerry King, chief of contracts for NAVSUP FLC Sigonella, said, “The outstanding work of the NAVCENT team, Bahrain ship squadron staffs, NAVSUP FLC Bahrain contracting team, and our NAVSUP FLC Sigonella contracting team, achieved more competition for husbanding, more efficient and cost effective support for the forward deployed ships, and an even closer partnership for NAVSUP and the Fleet.”

NAVSUP FLC Sigonella and NAVSUP FLC Bahrain are two of eight fleet logistics centers under NAVSUP, which provides global logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, Marine Corps, Air Force, Army and allied forces. Services include contracting, regional transportation, fuel, material management, household goods movement support, postal and consolidated mail, warehousing, global logistics and husbanding, hazardous material management, and integrated logistics support.
