    NAVSUP Weapon Systems Support

    On behalf of the Secretary of Defense for Acquisition and Sustainment, Mr. Darrell C. Matics, Acting Deputy Assistant Secretary of Defense for Materiel Readiness, presented the 2017 SECDEF PBL Subsystem Level Award to the Advanced Mission Computer/Mission System Computer (AMC/MSC) PBL Team and the 2017 SECDEF PBL Component Level Award to the Navy Tire PBL Team.

    The Secretary of Defense PBL Award recognizes government and industry teams that have demonstrated outstanding achievements while providing our Warfighters with exceptional operational capability through PBL arrangements in three categories: System Level, Subsystem Level and Component Level. The PBL awards reside in a dedicated display case at the Pentagon.

    The AMC/MSC provides state-of-the-art avionics computing, networking, and display technology supporting a variety of processing capabilities, such as precision fire control and enhanced sensors. The program is installed on F/A-18E/F, E/A-18G, and AV-8B aircraft. A five-year contract with General Dynamics enabled a greater lifecycle product ownership, material availability improved to 73 percent up from 37 percent, and no F/A-18 or AV-8B sortie was missed due to unavailability of the AMC/MSC. The PBL arrangement provided the highest level of combat readiness and customer satisfaction.

    The Navy Tire PBL Team was recognized for its innovative approach to managing the Navy Aviation Tires logistics supply chain. A four-year contract with Lockheed Martin enabled a single point of accountability for all operations affecting fleet support, including requirements forecasting, inventory and retrograde management, and storage and transportation.

    In 2017, Navy aircraft tire readiness remained at its highest level ever, with 100 percent of all requisitions filled and more than 20,500 delivered worldwide since February 2016.

    This performance consistently exceeded the on-time delivery metric of 95 percent, with the most recent reporting period showing on-time performance rates of 98.3 percent.

    The reinvented tire supply chain delivered $24.3 million in cost avoidances. Improved delivery times have also enabled the Navy to reduce retail tire allowance levels at shore facilities by 66 percent, from 4,769 to 1,626 tires, with an associated savings of $1.7 million.

    Both the AMC/MSC PBL Team and the Navy Tire PBL reflected great credit on NAVSUP WSS and the Navy’s strong dedication to improve sustainment and support to the Warfighter.
