OXNARD, Calif.—Twenty-seven Oxnard High School students were awarded certificates of completion, June 1, for their participation in SeaPerch—a Science, Technology, Engineering and Mathematics (STEM) outreach program.

The program, started by Massachusetts Institute of Technology in 2003 for pre-freshmen interested in marine engineering, is sponsored by the Office of Naval Research and is facilitated locally by Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Office of Technology, STEM Outreach Coordinator, Ramon Flores. SeaPerch is now a national K-12 STEM Outreach program in over 200 U.S. schools.

The students, enrolled in an engineering design class, were the first at the school to participate in the program under a new Educational Partnership Agreement between the Oxnard Union High School District and NSWC PHD. Several volunteers from the command assisted as mentors, coaches and judges during the six-week endeavor, which is a lesson in robotics, science and engineering with a maritime theme. NSWC PHD engineers gave lectures on electronics and propulsion to assist students in their design.

During the program, the students learned principles of design and engineering. They were given rigid requirements and robotics kits, which included a circuit board, motors, cabling and basic materials. They developed presentations of their proposed design then underwent a critical design review. In the final weeks they completed their capstone project and conducted an after-action review. The program culminates in an underwater competition of the Remotely Operated Vehicles.

“The smiling faces of the students as they competed in the races and during the mini lectures brought the engineering aspects to life,” said NSWC PHD Laboratory Manager, Jim Powers.

The name SeaPerch originates from USS Perch (SS 313), a Balao-class submarine, one of the longest-serving submarines in the U.S. Navy. USS Perch received four battle stars for World War II service and one battle star for Korean War service.

NSWC PHD Office of Technology maintains educational partnerships with local schools and organizations to boost STEM learning opportunities for students and to enhance Navy career pathways and potential educational funding opportunities for Ventura County.

The overall STEM experience is based on an education continuum that begins with exposure at a young age through integrated math and science lessons, guest speakers and hands-on projects; followed by recruiting through specialized and advanced programs, competitions and mentoring; advanced content, and pre-engineering programs; and training and specialization through internships, apprenticeships and jobs.
