    SHAW AIR FORCE BASE, S.C. (June 22, 2018) – Soldiers of the 408th Contracting Support Brigade said farewell to their commander and welcomed a new colonel during a change-of-command ceremony June 22 at the Carolina Skies Club and Conference Center here.

    Col. Kim M. Thomas relinquished command of the unit to Col. Ralph T. Borja.

    “Today the 408th CSB says farewell to an outstanding leader and welcomes another,” said Brig. Gen. Paul H. Pardew, the commanding general for U.S. Army Contracting Command and presiding officer for the ceremony. “Colonel Thomas, I thank you for what you have done. Colonel Borja, I look forward to the great things that you and the 408th CSB will continue to do.”

    The 408th CSB provides U.S. Army Central with direct support contract planning, as well as advisory and assistance planning for operational contract support.

    Thomas addressed the audience expressing her deepest gratitude to all those who provided endless support throughout her tenure with the 408th CSB.

    “Commanding the 408th CSB has been one of the most rewarding positions of my career,” Thomas said. “During my time here, the unit has supported three main operations, awarded over 3,500 contracts and provided contract administration for over $21 billion worth of contracts. This is just one highlight from an extensive list of achievements. All of this could not have been accomplished without a dynamic brigade staff.”

    Providing world-class contract support will continue as Borja brings in a vast amount of experience, including acquisition assignments with the Advanced Field Artillery Tactical Data Systems, the Aviation and Missile Command, the Program Executive Office Missiles and Space and a variety of positions supporting the Defense Contract Management Agency.

    “I am truly honored and humbled to be given the opportunity to command the 408th CSB,” Borja said. “I look forward to working with everyone here and the team overseas. The support you provide helps the joint force create a stable and prosperous region, which allows our partners in the Middle East to improve their governance, security and ability to counter threats.”

    Borja challenged his new team members to sustain the great work they have done with Thomas in the lead and to continue providing outstanding contracting support.

    “I am confident we can do this together,” Borja added.

    The 408th CSB is one of eight active-component Contracting Support Brigades. The unit is operationally aligned with USARCENT and maintains operations at Shaw AFB, Camp Arifjan, Kuwait, and Camp as Sayliyah, Qatar.
