    HONOLULU — Coast Guard Base Honolulu held a change of command ceremony bidding farewell to Capt. Ed Sheppard and welcomed Capt. Travis Rasmussen, at Coast Guard Base Honolulu, Thursday.

    Rear Adm. James M. Heinz, director of operational logistics presided over the ceremony.

    Rasmussen served most recently as the deputy of Surface Forces Logistics Center Industrial Operations Division in Norfolk, Virginia. His prior assignments include Coast Guard liaison officer, Afloat Training Group Mayport, Florida, executive officer Naval Engineering Support Unit Cleveland, engineer officer, Coast Guard Cutter Reliance, maintenance manager, MLCA-vr1, port engineer, Naval Engineering Support Unit Portsmouth, Virginia, and was a student engineer, aboard Coast Guard Cutter Harriet Lane.

    A native of Cypress, California, he graduated from the Coast Guard Academy in 1997 with a Bachelors of Science in naval architecture and marine engineering and from the University of Michigan in 2004 with a Masters of Engineering in industrial and operations engineering and concurrent marine design. Additionally, he earned his Project Management Professional certification in 2010.

    Sheppard served as commanding officer of U.S. Coast Guard Base Honolulu from 2015 to 2018. Base Honolulu provides regional mission support to units assigned to the Coast Guard’s Fourteenth District in Hawaii, Guam, American Samoa, Saipan, Singapore, and Japan. Base Honolulu delivers the following mission support: personnel administration, naval engineering, C4IT, facilities engineering, health, safety and work life, port operations, procurement and contracting.

    His experience in the Coast Guard includes operational assignments both aboard ship and as a Coast Guard aviator for 15 years flying the MH-60 Jayhawk helicopter, MH-65 Dolphin helicopters, and the HC-130 Hercules fixed-wing airplane.

    He was also the Coast Guard liaison officer to the DHS Office of Strategic Planning where he developed long-range strategic plans and oversaw the development of U.S. national policy documents. These documents included the development of the first-ever DHS Quadrennial Homeland Security Review and multiple Interagency Requirements Planning Team reports that defined the long-term DHS strategic requirements for Air, Land, and Maritime Domain Awareness.

    A native of Delaware, Sheppard graduated from the Coast Guard Academy in 1993 with honors and a Bachelor of Science in electrical engineering. He received a Master of Science degree in aerospace engineering from the University of Texas at Austin in 2002. Sheppard is now headed to back to the Coast Guard Academy to serve on the staff.
