    Marine Forces Reserve (MARFORRES)

    NEW ORLEANS – Reserve Marine units will have more control and flexibility in travel planning with the launch of the Defense Travel System for Reservists beginning this summer.

    The Defense Travel System is the only online travel system authorized for use by Department of Defense members for official travel. MARADMIN 651/17 issued guidance from the Deputy Commandant, Manpower & Reserve Affairs regarding implementation of DTS for Reserve Component travel.

    "The DTS Reserve Implementation Project is in its first phase of rollout,” said Lt. Col. Thomas Cunningham, the DTS-Reserve Implementation Project Manager. “Marine Forces Reserve units and Individual Mobilization Augmentee’s are being on-boarded throughout 2018, and will only use DTS for Schools orders, and Active Duty for Operational Support-Reserve Component orders this year.”

    Beginning in early 2019, Annual Training orders for individuals, and Active Duty Operational Support-Active Component orders will be added. Future phases are being planned to maximize reserve use of DTS for official travel.

    “It’s worth noting that during our initial testing with Reserve travelers, the error rate in travel claims tracked very closely to those in the active component – 22.5 versus 20 percent," Cunningham said.

    MARFORRES developed a unit-by-unit rollout plan for the rest of calendar year 2018 in coordination with their major subordinate commands, taking into consideration exercises, inspections, and other administrative matters such as the Battalion Level Administrative Management rollout. This first stage of Phase 1 began in May 2018 and involves units not participating in the summer Integrated Training Exercises. The second stage of Phase 1 will involve units that participated in ITX over the summer and is scheduled to be complete by December 2018. MARFORRES and their MSCs are providing training to all units as part of the DTS rollout.

    The second phase of DTS Reserve rollout will involve individual AT and ADOS-AC orders. By Fiscal Year 2020, 10 SC, 12304b Involuntary Recall Orders will be processed through DTS. Travel that is not DTS eligible will continue to be processed through T3/Training Exercise and Employment Plan Management.

    Currently, Marine Reserve Order Writing System orders not DTS eligible include: Group Travel, Field Duty, Orders to Combat Zones, Drills in conjunction with Active Duty, Permanent Change of Station Orders in excess of 180 days and No Per Diem and Travel.

    A separate system will be available January 2019 for all travel identified as “mileage only.” The system is the Reserve Travel Module, which will be located in Marine Online. In order to utilize DTS, all Selected Marine Corps Reserve Marines will be required to have a reserve DTS profile created using a 9-digit Social Security Number followed by the letter “R,” as well as possess a valid Government Travel Charge Card. A list of DTS training for certifying units and individuals can be found in MCO 4650.39A Chapter 5.

    Upon completion of the period of duty, a DTS Voucher will be created to settle the travel. Submission of DTMS Travel Claims are not required (nor authorized) for MROWS Orders identified for DTS use. CAC Readers are being purchased for Selected Reserve Marines and were shipped in June 2018 to allow frequent travelers the ability to access DTS via a personal computer. Non-frequent travelers’ vouchers will be processed by their certifying units.
