    Warfare Center leaders visit partner commands to Expand the NAVSEA Advantage

    KEYPORT, Wash.—Leaders from Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) visited Naval Undersea Warfare Center (NUWC), Keyport Division, 11-12 June, to promote and discuss collaborative opportunities between the two Warfare Centers and to gain a better understanding of the mission, scope of work and capabilities of NUWC Keyport.

    The group received a command overview with department briefings, functional tours of lab facilities and services, and held an open discussion on collaboration.

    “This was a very good opportunity to see how the other Warfare Center operates and to gain a different perspective to solve problems,” said NSWC PHD Office of Technology Sponsor-Funded Research Technical Project Manager, Terry Robinson. “We have some of the same Test and Evaluation (T&E) roles as In-Service Engineering Agents (ISEA). By sharing best practices, we can improve our processes supporting systems for the fleet.”

    NUWC Keyport, a sub-surface ISEA, and NSWC PHD, a surface ISEA, maintain similar technical capabilities in different domains to support unique systems. Leaders from NUWC Keyport had also visited NSWC PHD in March 2018 with a similar agenda. Three key areas of collaboration were identified—ISEA of the Future, T&E, and obsolescence management. Through strategic collaboration, the Warfare Centers hope to align products and technology competency solutions that will lead to more affordable and rapid transitions of capabilities to the fleet.

    NSWC PHD is in the process of shoring up the Directed Energy System Integration Lab (DESIL), which will utilize Navy Laser Family of Systems Rapid Prototype Experimentation and Demonstration in a T&E environment. The lab will provide increased capability to the fleet by leveraging high-velocity learning and Warfare Center Collaboration. The construction phase is expected to be completed in July 2020 and other partners include NSWC Dahlgren Division and NSWC Philadelphia Division. By teaming up with NUWC Keyport, NSWC PHD hopes to leverage lessons learned from NUWC Keyport’s Weapon System Test Facility to apply to DESIL Request for Proposals development.

    NSWC PHD leaders also took note of NUWC Keyport’s approach to research and development, cybersecurity, advanced skills management, reverse engineering and small-scale manufacturing capabilities, as well as product obsolescence management.

    The next steps in collaboration will be submitting joint Naval Innovative Science and Engineering proposals for Fiscal Year 2019. Joint Advanced Naval Technology Exercises have been proposed as well for FY 2019 and FY 2020, focusing on the ISEA of the Future and T&E collaboration.
