Imagery Available: Coast Guard issues new Certificate of Inspection for towing vessel
HONOLULU — Coast Guard Sector Honolulu issued the first Certificate of Inspection for towing vessels in the Sector Honolulu Captain of the Port Zone to the towing vessel Namahoe, Thursday.
“Now the regulations are a little more in depth,” said Chief Warrant Officer Bryan M. Anderson, a marine inspector with Sector Honolulu. “The Coast Guard and the towing vessel industry worked very closely together to establish new towing vessel regulations for construction, engineering, life-saving, firefighting and manning the vessel.”
The new certificate is the first to be issued in Coast Guard 14th District and is aligned with inspection regulations implemented nationwide July 20. These new regulations are based on input from a committee comprised of both industry leaders and federal agencies. The new regulations refer to Subchapter M towing vessels, which with a few exceptions, apply to any U.S. flagged towing vessel greater than 26 feet engaged in pushing, pulling or hauling alongside.
Prior to the new regulations, towing vessels received a general examination ensuring the safety of the vessel’s crew, its seaworthiness and if it had the necessary minimum emergency equipment aboard. The new regulations make the inspections more specific to towing vessels by looking at not only their safety and pollution prevention equipment but also the crew proficiency, towing systems, owner or operator safety management systems and engineering equipment.
An estimated 58 vessels in the region will be required to attain the new Certificate of Inspection.
