BOSTON — The Defense Contract Management Agency Eastern Region welcomed its new commander, Navy Capt. Brett Stevens, on July 24. The Change of Command ceremony took place onboard the USS Constitution at the Charlestown Navy Yard in Charlestown, Massachusetts.
Stevens took command of the region from Navy Capt. Michael Murphy, who also held a retirement ceremony after the Change of Command. Stevens served previously as the commanding officer of DCMA Boston.
As the commander of the Eastern Region, Stevens will be responsible for the resourcing, performance management and mission execution of 30 primary and streamlined contract management offices comprised of 3,800 military and civilian acquisition professionals providing oversight of approximately 200,000 contracts valued at $780 billion.
Some of Stevens’ military assignments include serving on the staff of the Chief of Naval Operations in the Strategic Mobility and Combat Logistics Division; director of logistics (J4), U.S. Strategic Command; and the business and financial manager for the Aerial Targets and Decoy Systems Program Office, Naval Air Systems Command. Stevens deployed to Taji, Iraq, in 2009 where he served as the chief of contracting at the Regional Contracting Center for the Joint Contracting Command Iraq/Afghanistan.
His sea assignments include serving as a supply corps officer onboard the USS Oldendorf; assistant supply officer onboard USS Frank Cable; and supply officer onboard both the USS Essex and USS Bonhomme Richard as part of an overseas hull swap.
Stevens is a graduate of the U.S. Naval Academy where he was commissioned as a surface warfare officer before later transferring to the supply corps. He has a master’s degree in business administration with an emphasis on contracts and acquisition from the Naval Postgraduate School, a master’s degree in National Resource Strategy from the Industrial College of the Armed Forces, also known as the Eisenhower School, and is a graduate of the Kellogg School of Management Advanced Executive Program at Northwestern University.
Stevens is a joint qualified officer, a member of the Acquisition Corps, and is recognized by the National Contract Management Association as a certified professional contracts manager. He is Defense Acquisition Workforce Improvement Act, also known as DAWIA, level III certified in contracting and level II in business – financial management.
His personal awards include the Defense Superior Service Medal, Defense Meritorious Service Medal and the Meritorious Service Medal. He received the Naval Supply Systems Command Award for Academic Excellence in Management in 2004 and the National Contract Management Association Award for Excellence in Research and Writing in 2011.
