Employees are encouraged to remain vigilant to insider threats and to “see something, say something” if they witness others engaging in suspicious behaviors such as actively participating in extremist organizations while working aboard Marine Corps Logistics Base Barstow, Calif.
“An insider is anyone who has authorized access to Department of Defense resources by virtue of employment, volunteer activities, or contractual relationship with DoD,” explained Lori Morgan, security manager, Mission Assurance Division. “The threat insiders may pose to DoD installations, facilities, personnel, missions, or resources ranges from damage to national security by disclosure of classified or critical unclassified information, sabotage of resources, fraud, theft, or even death (this list is far from complete).”
Tips can be made confidentially to the base security manager by calling 760-577-5838, or by emailing BSTW_SECMGR@usmc.mil. Once a tip is made, they then coordinate with Defense Insider Threat Management and Analysis Center, as well as with the United States Marine Corps Insider Threat Program to execute investigations into suspicious activity. Investigations can include a forensic examination of computers, phones and other devices, in addition to other investigative techniques.
Some key indicators of an Insider Threat include:
• Abnormal mood swings
• Depression, withdrawn behavior
• Decrease in hygiene
• Paranoia
• Flashbacks to prior traumatic events
• Abuse of alcohol or other drugs
• Repeat violation of policies
• Talk of domestic or financial problems
• Talk of suicide
• Anti-American statements asserting that U.S. policy and authority are illegitimate
• Aggression or threats toward coworkers
• Presence of unauthorized weapons
• Attempts to communicate with U.S. enemies
• Prejudice against minority group or religion
One form of Insider Threat is an active shooter. An Active Shooter incident can occur at any time and at almost any location. In an FBI report, “Active Shooter Incidents in the United States in 2016 and 2017” the following was documented:
• 50 incidents in 21 states 943 casualties (excluding the shooters) 221 killed; 722 wounded.
• 13 law enforcement officers killed
• 20 law enforcement officers wounded
• 20 met “mass killing” definition 14 incidents ended with the exchange of gunfire between the shooters and law enforcement
• 50 shooters — all male
• 3 shooters wore body armor
• 13 shooters committed suicide
“For additional guidance on the DoD Insider Threat Program, refer to DoDD 5205.16, which establishes policy and assigns responsibilities within DoD to develop and maintain the program,” Morgan said. “Additional information regarding potential indicators of an Insider Threat can be found in Marine Corps Bulletin 5510, Enclosure 2, Guidance on Identifying and Sharing Behaviors of Concern.”
