NORTH ATLANTIC (NNS) – USS Harry S. Truman (CVN 75) will participate in the Navy-wide Command Managed Equal Opportunity (CMEO) survey starting Oct. 8-29.
“The [Defense Equal Opportunity Management Institute] Equal Opportunity Climate Survey], or DEOCS survey, is a voluntary questionnaire for Sailors to be able to express how they feel about the morale, welfare, and wellness of the command,” said Personnel Specialist 2nd Class Rafiq Munford, “from the lowest ranking member all the way up to the captain. Sailors are able to express their feelings and what they have gone through. They can express their likes and dislikes [of the command] during their time aboard.”
Prior to the survey window, Harry S. Truman departmental CMEO representatives and departmental leading chief petty officers will be provided login and passwords details. Then, Sailors will be able to log in and participate in the survey.
The questionnaire has three focus areas: Military Equal Opportunity, Civilian Equal Employment Opportunity, and Organizational Effectiveness. According to DEOMI, the goal of the survey is to allow Sailors an outlet to voice concerns they have about the command’s work environment anonymously. This input allows Truman leadership to make better informed decisions moving forward.
“Every Sailor, regardless of rank, is included,” said Air Traffic Controller 1st Class Nicholas Whelton. “This is important because the climate from one ranking group to another can vary dramatically.”
According to Munford, the survey is taken very seriously. Observations are heard and changes are considered throughout the chain of command all the way up to Harry S. Truman’s Commanding Officer, Capt. Nicholas Dienna.
“Our last survey was reviewed by the Captain himself,” said Aviation Boatswain’s Mate (Fueling) 2nd Class Roger Panekmcnemar. “I honestly feel this survey gives the leadership an accurate representation of opinions Sailors have on this ship. Based on everything we’ve gotten so far, it’s obvious that the chain of command does everything in their power to make things happen.”
After the survey has been completed, collected information is placed in a computer system generating a report for review by focus groups. The goal of the focus group is to help dig further into issues that might have arisen from the survey, added Whelton.
The information is placed into categories based on the characteristics of the Sailor who submitted the survey. For example: a white, male E-6 would be placed into three different categories: gender, race, and rank. The answers are then provided to the chain of command and ultimately to the commanding officer.
“The surveys are all collected and then each response will be placed in an anonymous group based on what was filled in the beginning of the survey,” said Whelton. “No Sailor will be identified based on things like rank, race, sex...this allows us to better understand where the command is as a whole. There is no way for them to track your answers back to you, because it is broken into reference groups. It is purely for the betterment of the command.”
Currently operating in the U.S. Sixth Fleet area of operations, Harry S. Truman will continue to foster cooperation with regional allies and partners, strengthen regional stability, and remain vigilant, agile and dynamic.
