PATUXENT RIVER, Md. (NNS) -- Capt. James C. Young turned over leadership of Naval Health Clinic Patuxent River, comprised of the main clinic and three branch health clinics, to Capt. Kathleen A. Hinz during a change of command ceremony at the Rear Adm. William A. Moffett Building, September 28.
Over 200 staff, family, friends, and guests attended the time-honored Navy tradition, presided over by Rear Adm. Anne Swap, commander of Navy Medicine East.
Swap commended Youngs’ leadership and outstanding performance and reinforced that he was leaving a proud legacy and a strong foundation for the continued success of pride, professionalism, and commitment for U.S. Naval Health Clinic Patuxent River.
"You created a strong culture of safety. You turned events into high reliability wins through involving all staff members, and quick transparent responses." Swap said. "I am happily exausted by your accomplishments. Jim, simply put, you did great!"
Swap presented Young with the Legion of Merit Award on behalf of Vice Adm. Forrest Faison, Navy surgeon general, and chief, Bureau of Medicine and Surgery for exceptionally meritorious conduct in the performance of outstanding service as NHCPR’s commanding officer.
“I am so honored, so humbled, and so proud to have been your commanding officer. Today is not about me, it’s about you,” said Young. “Never forget where you came from, and stay grounded in your beginnings as you steam toward our future.“
Young thanked the staff for achieving healthcare excellence; enabling readiness, health, and partnerships; and being professional in everything they do.
During Youngs' tenure, NHCPR established a memorandum agreement with Walter Reed at Bethesda that supported an increase in access to care through implementation of telehealth services, with a recapture cost of $1.1 million. As a result, NHCPR is ranked the #1 telehealth facility in Navy Medicine
During the Joint Commission survey in January 2018, the commands infection control program was recognized as a best practice
Young successfully guided the command through over 20 inspections, including a survey by The Joint Commission, which resulted in Gold Seal of Approval re-accreditation. The National Committee for Quality Assurance granted highest-level recognition to Medical Home Port teams at the command.
The command will celebrate its 50th Anniversary on May 28, 2019.
Young, a native of Montgomery, West Virginia, is a Medical Corps officer, commissioned in 1990. He assumed leadership of NHCPR on October 28, 2016. Young now embarks on a new assignment at the Bureau of Medicine and will likely continue on as the 2nd Fleet surgeon when the command is established.
Hinz, NHCPR’s newest commanding officer, previously served as executive officer of Naval Health Clinic Charleston. A native of Manasquan, New Jersey, she was commissioned as a U.S. Navy Nurse Corps officer in 1994.
Hinz acknowledged the exceptionally high standard set by Young.
“Here at Pax River, I look forward to serving with each of you, as we continue to move forward in achieving new heights,” she said. “I am truly honored to serve as your commanding officer, and look forward to leading this Pax River Team.“
Hinz becomes the 25th commanding officer in NHCPR’s 49-year history.
Naval Health Clinic Patuxent Rivers’ team is comprised of approximately 300 military, civilian and staff. Its mission is to ensure operational force readiness and a healthy community at its facilities in Patuxent River, Maryland; the branch health clinics in Indian Head, Dahlgren, and Navy Detachment Malcolm Grow Medical Clinics and Surgery Center.
