CAMP LEMONNIER, Djibouti –Cdr. Mark A. Thomas, transferred responsibility as the officer in charge (OIC) of Expeditionary Medical Facility (EMF), Camp Lemonnier, to Cdr. Edward H. Owens, in a change of charge ceremony on base, Oct. 17, 2018.
The Commanding Officer of Camp Lemonnier, Capt. Charles J. DeGilio, guest speaker for the event, praised Thomas for his dedicated leadership and exceptional support of the forward-deployed service members in the Horn of Africa.
“Your individual commitment to the greater good and strength of CLDJ’s one and only medical facility has been an inspiration to me.” DeGilio said. “I’ve witnessed the courage and dignity of America’s forward-deployed servicemen and women excelling at their work, realizing that how they do their job is just as important as the job itself. Expeditionary Medical Facility is no exception to that.”
As the only level-2 trauma center in the area of responsibility, EMF is responsible for the care of thousands of personnel who occupy the base and in and around the AOR.
Thomas, a native of Shelby Township, Mich., said that his tour as the OIC has been the highlight of his career because of the amazing people he worked alongside.
“I was honored to be deployed with some of Navy Medicine and Army Medicine's finest.” Thomas said. “The EMF professionals acknowledged the challenge of providing the quality care in an austere environment and surpassed the expectations.”
There are 49 medical personnel assigned to EMF who offer services such as emergency medicine, dental services and physical therapy.
Owens, a native of Cedar Point, N.C., said he pledged to continue maintain the exceptional care that EMF has provided to patients, especially those who are serving forward. Owens also said he will ensure EMF is well prepared so that the department lives up to Navy Medicine’s mission of world-class care; anywhere, anytime.
“We will work tirelessly to ensure we are staffed, equipped and trained so when that call is heard down range, ‘Corpsman Up!’ we will be ready,” Owens said.
Camp Lemonnier is one of Navy Region Europe, Africa, Southwest Asia installations that conducts six lines of operation to support air operations, port operations, safety, security, quality of life, and what is called the core: fuels, water and power that keep the base operating.
Camp Lemonnier’s mission includes enabling joint warfighters operating forward and to reinforce the U.S. – Djibouti relationship by providing exceptional services and facilities for the tenant commands, transient U.S. assets and service members.
