WHIDBEY ISLAND, Wash. (NNS) – Cryptologic Technician (Collection) 2nd Class Justin Shaff, assigned to Navy Information Operations Command (NIOC) Whidbey Island, was selected as the Navy’s individual recipient of the 2018 Association of Old Crows (AOC) A.C. McMullin Electronic Attack Award.
Steve Bristow, Electronic Warfare Mission Lead at the Naval Information Warfighting Development Center (NIWDC), presented the award during a ceremony Oct. 5.
The annual AOC Awards recognize individuals for their outstanding performance in furthering the aims of the Association of Old Crows in support of the United States or Allied Electronic Warfare (EW), Information Operations (IO), and Electromagnetic Spectrum Operations (EMSO).
After the ceremony, Bristow spoke at length about the AOC and stressed the significance of the award and the competiveness of the selection process.
“This is awarded to premier leaders in EW, IO and EMSO at the national level, for their significant and direct contributions to the warfighter. I was humbled to present such a prestigious award to a member of NIOC Whidbey Island,” said Bristow, “‘Mac’ McMullin was best known for his sustained and central influence in the development and fielding of Electronic Attack (EA) systems for the U.S. Navy. He was very highly regarded nationally and internationally. CTR2 Shaff is in especially lofty company with this award; other awardees in similar award fields included PhDs and Lieutenant Colonels.”
Shaff deployed for over 220 days with Commander, Electronic Attack Wing U.S. Pacific Fleet. His analytic support was critical to the success of Operation Inherent Resolve. He identified an intelligence gap in the dynamic non-kinetic targeting process and coordinated across the EA enterprise to implement previously non-existent tactics to counter adversarial systems that endangered coalition forces. Additionally, he developed and led multiple real-world training scenarios, resulting in the squadron's success during three joint, multi-national exercises.
“I’m extremely honored to receive this award, and grateful for the opportunities and mentorship given to me by my chain of command” said Shaff. “I look forward to contributing to the community in the future.”
NIOC Whidbey Island executes analysis, certification, planning, and direct support augmentation to naval air and surface forces engaged in operations worldwide as a subordinate to U.S. Fleet Cyber Command/U.S. 10th Fleet (FCC/C10F).
Since its establishment, FCC/C10F has grown into an operational force composed of more than 14,000 Active and Reserve Sailors and civilians organized into 28 active commands, 40 Cyber Mission Force units, and 26 reserve commands around the globe. FCC serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy's Service Cryptologic Component commander under the National Security Agency/Central Security Service. C10F, the operational arm of FCC, executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides support of Navy and joint missions in cyber/networks, cryptologic/signals intelligence and space.
