    Naval Education and Training Command (NETC) announced the selection of Naval Air Crewman (Helicopter) 1st Class Billie J. Tackett as the NETC staff Sailor of the Year (SOY), Nov. 26.

    As the leading petty officer for the NETC supply chain operations department (N33) in Millington, Tennessee, Tackett led 16 Sailors, detailing 38,932 accession Sailors in 62 ratings encompassing over 700 career paths. This included Active Duty, Full Time Support, and Reservist accession orders, with an annual permanent change of station and temporary duty under instruction budget of over 29 million dollars.

    “During the standup of NETC N33 over this past year, Petty Officer Tackett was a driving force behind the success the command enjoyed,” said Capt. Mike Whitt, NETC chief of staff. “Whether training newly reporting chiefs and other first class petty officers on career paths or personally processing over 2,000 orders, he cultivates a culture of ‘team first’ mentality.”

    Tackett also serves as a technical advisor to the N33 rating assignment officers and the naval air crewman and aviation ordnanceman enlisted community managers. As the detailer for six aviation ratings, he provided career management for 1,897 Sailors through 29 Navy Enlisted Classifications.

    “He personally developed a new method to streamline orders to meet training convenes, which led to a decrease of ‘Not Under Instruction’ time by 90 percent,” said Whitt. “He saved the Navy hundreds of thousands of dollars in lost man-hour time.”

    In addition to his duties and leadership roles, Tackett made contributions to staff training; the sponsorship program; staff Morale, Welfare and Recreation events; CPO 365; the color guard; the Combined Federal Campaign and Navy and Marine Corps Relief Society drives; urinalysis program; and community volunteer activities.

    Tackett competes next for the NETC domain SOY.
