    NAVSUP Tackles Massive 30 Million Item Audit

    MECHANICSBURG, Pa. (NNS) -- Naval Supply System Command’s (NAVSUP) first-ever Enterprisewide audit is underway in support of the Defense Department’s (DoD) first agency-wide financial audit.

    To show NAVSUP’s accountability, the fiscal year (FY) 2018 plan includes performing “book-to-floor” and “floor-to-book” inventories at sites across the command’s global enterprise.

    “How do you address the challenge of providing effective oversight of over $30 billion worth of inventory spread out to over 1,000 distinct physical locations?” noted Tim Adkins, NAVSUP’s Material Control branch head. “For range and depth of our inventory, we manage about 500 thousand stock numbers, and have about 30 million physical assets on the shelf.”

    The materials are not only in the United States, but also in Japan, Australia, Canada, Bahrain, and other locations. The majority of NAVSUP inventory is held by external custodians who account by feeding inventory data to NAVSUP’s systems. This includes material stored at the Defense Logistics Agency (DLA), on ships, at air stations, and with numerous commercial repair vendors.

    “We have responsibility to the American public,” said NAVSUP Commander Rear Adm. Jonathan A. Yuen. “We have to explain where our money is going, why we’re spending it, and in a way, say why we’re buying what we’re buying.”

    NAVSUP is tackling this challenge with a system of inventories, and is also using an audit-approved inventory sampling methodology as an inventory count of all 30 million items is not feasible with the available resources. If the sampling identifies problems, complete inventories are used to ensure accountability. All classified and controlled items are inventoried 100 percent for complete accountability.

    NAVSUP Headquarters’ Inventory Control team planned 80 audits in the first six months FY2018, with 40 more locations planned in the second six months. For example, in January their team visited NAVSUP Fleet Logistics Center (FLC) Puget Sound to conduct an audit as part of their tri-annual NAVSUP Inspector General command inspection.

    NAVSUP’s Warehouse Management Lead Tom Moslak led the audit of all the command’s sites, including a warehouse at Naval Air Station Whidbey Island, working through a billion-dollar, 12-thousand line items count inventory.

    They checked records and “kicked boxes,” tracking down actuator control units, radar power supplies, radar microwave tubes, hydraulic assemblies, and much more of the stuff the Navy needs.

    “They’re doing great,” said Moslak. “The audit proved they are as good as they looked on paper.”

    “As Supply Corps officers, we are entrusted with the safekeeping of taxpayer dollars,” said Lt. Cmdr. Chris O'Connor, NAVSUP’s Material Control Team Lead. “It is our duty and responsibility to manage these assets and ensure we have the processes, procedures, and supporting documentation in place to verify and validate what we have on the floor matches with what we have in our books.”

    Audits will continue annually. “It’s not a one-time thing,” said Yuen. “It’s a team sport, and it’s a culture, and it’s a journey. And this journey gives us the ability to find and make improvements over time.”
