NETC Recognizes Top Sailors, Instructors

Naval Education and Training Command (NETC) announced the NETC 2018 Sailor of the Year (SOY) and Military Instructors of the Year (IOY) Dec. 5 at a ceremony in the National Naval Aviation Museum onboard Naval Air Station Pensacola.

Seven finalists for SOY and 10 finalists for five IOY categories serving throughout the recruiting and training domain rose through a number of competitions, culminating in final boards at NETC, to represent the top achievers from a pool of more than 8,000 military members. This is also the first year Naval Reserve Officers Training Corps (NROTC) instructors are being recognized at NETC, and a Marine Corps officer is among the group.

The 2018 NETC SOY is Fire Controlman 1st Class Rose Raynes from the AEGIS Training and Readiness Center (ATRC), Dahlgren, Virginia. She will go forward to compete as NETC's representative in the Manpower, Personnel, Training and Education (MPT&E) domain's Sailor of the Year competition.

The 2018 NETC IOYs are:

* JUNIOR ENLISTED – Electronics Technician 2nd Class Christian T. Chen, Center for Surface Combat Systems Unit, Great Lakes, Illinois

* MIDGRADE ENLISTED – Air Traffic Controller 1st Class Cody J. Dale, Naval Air Technical Training Center, Pensacola, Florida

* SENIOR ENLISTED – Senior Chief Air Traffic Controller Jacqueline M. Williams, Officer Training Command Newport, Rhode Island

* OFFICER – U.S. Marine Corps Capt. Michael T. Asprocolas, Information Warfare Training Command San Diego, California

* NROTC – Lt. Tyler A. Arp, NROTC Unit, University of Texas Austin, Texas

Rear Adm. Kyle Cozad, NETC commander, congratulated all the finalists for their roles in shaping the Navy's future force and for their contributions to the training and education mission. Cozad presented a Navy and Marine Corps Commendation Medal to each SOY finalist, IOY, and IOY finalist.

"Each of you here today represent the best of the very best in our Navy, making the force development mission a success," said Cozad. "We serve in a great Navy - and that greatness is centered on the initiative, leadership and competitive nature of our people. These Sailors and officers illustrate everything that is right about our Navy and continue to represent our greatest advantage over any competitor and our most important means to achieving our desired ends. Everything that each of you does on a daily basis sets the highest bar when it comes to building a talented fleet for the Navy the nation needs, and it manifests through your recruiting and training accomplishments."

Raynes serves as a career counselor for 702 service members at the ATRC. She personally arranged 29 reenlistments, resulting in 175 years of added military service and over $1.2 million in Selective Reenlistment Bonuses awarded to Sailors. She dedicated 130 hours in counseling and career milestone training to her career development team and 160 hours of separation counseling for ATRC and base military personnel transitioning from active duty.

Raynes stressed the importance of developing Sailors and students and how she appreciates her role as ATRC’s command career counselor.

“In my position, I have a great opportunity to interact with Sailors coming through Fire Controlman “C” School, as well as senior Sailors returning for advanced training,” said Raynes. “As command career counselor, I can show Sailors the tools that are available to them, talk to them about their careers, and help them make better informed decisions.”

* Cryptologic Technician (Technical) 1st Class John P. Payne, Jr., Information Warfare Training Command, Corry Station, Pensacola, Florida

* Naval Air Crewman (Helicopter) 1st Class Billie J. Tackett, Naval Education and Training Command Staff Millington, Tennessee

“I am so impressed by the caliber of all of our finalists," said NETC Force Master Chief Karim Cole. "We brought them together at NETC to recognize their tremendous talent and to show them how much we appreciate what they do to train, guide and get our Sailors ready to man the fleet. They all represent a great deal of hard work and sweat that goes into creating a combat credible and lethal Navy and Marine Corps Team."

The NETC SOY and IOY programs recognize Sailors throughout the NETC domain who exhibit attributes, such as sustained superior performance, leadership, mentorship, knowledge and teaching of military history and heritage, self-improvement, command and community involvement, and exemplary military bearing.

NETC recruits and trains those who serve our nation, taking them from “street to fleet” by transforming civilians into highly skilled, operational, and combat-ready warfighters, while providing the tools and opportunities for continuous learning and development.
