Naval Support Activity Naples Trains for Oil Spill Containment

Sailors and civilians assigned to Naval Support Activity (NSA) Naples participated in a simulated oil spill drill February 1.
The drill, which took place at the Emergency Operations Center (EOC) onboard Capodichino and lasted several hours, featured a simulated oil spill at NSA Naples’ port facilities in Gaeta, Italy.
Oil spill drills are an essential part of annual training, and help prepare team members to rapidly respond to what could be a hazardous, environmentally threatening situation.
“When you have an emergency situation like an oil spill occur, you have to immediately react in the interest of safety and mitigating further damage,” Scott Humphreys, NSA Naples emergency management officer, said. “Plus, as an organization operating on the water, we have a unique responsibility to prevent harm to the environment.”
Though protecting the environment around Naples and Gaeta from oil spills is not their primary job, the 40-plus members of the EOC team are required to be trained and ready to contain spills anytime, anywhere in our operational area.
This drill, which was designed to prepare emergency management personnel to respond to, manage and contain a significant oil spill and test their ability to provide an immediate and effective response to any accidental release of oil or other hazardous substances.
The idea of an oil spill is not a hypothetical scenario. In spring of 2010 a waste-oil barge collided with a local boat, spilling an estimated 1,900 liters (500 gallons) of marine diesel fuel into the water near Gaeta. Responding quickly, NSA personnel in cooperation with Italian authorities contained the spill and prevented any significant environmental damage.
“Every time we conduct this kind of training, our team gains more and more confidence in their ability to respond to a real world scenario,” Humphreys said.
NSA Naples is an operational ashore base that enables U.S., allied, and partner nation forces to be where they are needed, when they are needed to ensure security and stability in Europe, Africa, and Southwest Asia.
