SAN DIEGO (NNS) – Capt. Kris Kearton, Director of U.S. Fleet Cyber Command's Office of Compliance and Assessment, spoke about Command Cyber Operational Readiness Inspections (CCORI) during WEST 2019, the premier naval conference and exposition on the West Coast, at the San Diego Convention Center, Feb. 15.
The CCORI modifies and improves upon the Command Cyber Readiness Inspection compliance-based assessment with a mission-based and threat-focused operational approach.
“It’s a risk based, mission focused, threat informed Inspection,” said Kearton. “It’s not necessarily about compliance but how well an enemy can get into your network and cause mission impact.”
Kearton said the Navy must synchronize and align all cyber assessments and inspections to ensure the best use of limited resources and maximize their effectiveness.
“Dinosaurs died because they couldn’t adapt to their environment,” said Kearton. “The cyber inspections that we do today are dinosaurs. We have to be able to change the way to we do cyber inspections otherwise we will become irrelevant.”
Kearton’s way ahead is for different teams to collect data in standardized formats and centralize it so data collected by one team can be seamlessly used by another.
“These teams are all collecting data,” Kearton said. “If we can take the data and put it in a format that I can use for a separate inspection, it’s going to make us all better.”

FCC is responsible for Navy information network operations, offensive and defensive cyberspace operations, space operations and signals intelligence. C10F is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides support of Navy and joint missions in cyber/networks, cryptologic/signals intelligence and space.
