“I am Logistics Specialist 2nd Class Carly Alexandria McDonell, assigned to Naval Hospital Bremerton (NHB).”
McDonell, a Sydney, Australia native and Macquarie Fields High School, Australia, 2008 graduate, was selected on March 26, 2019 to be meritoriously advanced in rate.
“Congratulations on such an outstanding achievement. Your hard work, dedication, and sustained superior performance are clearly shining through! I am confident that your ability to lead by example in motivating others will result in command growth and future promotions for other shipmates,” said Capt. Jeffrey Bitterman, NHB commanding officer.
McDonell was one of 12 selected Sailors – recognized as a top performer – for the Navy’s Fiscal Year 2019 Meritorious Advancement Program (MAP) out of approximately 550 enlisted personnel.
Just how important is McDonell’s duties as a logistics specialist? Consider a few notable quotes on the importance of logistics:

“Amateurs think about tactics, but professionals think about logistics,” noted General Robert H. Barrow, U.S. Marine Corps (Commandant of the Marine Corps) in 1980.
“I do everything…I run the warehouse,” exclaimed McDonell, who handles such a number of duties for NHB’s Material Management Department as Warehouse, Central Supply and Replenishment, and Linen Service leading petty officer.
Her Navy career began in 2017, with the initial interest courtesy of her husband, an information systems technician with 10 years of active duty. In her relatively short time in active duty, she has taken on a number of responsibilities and proved herself more than capable of handling any task. Acknowledgement of her strong work ethic and commitment to her duties led to her selection as NHB’s Junior Sailor of the Year for Fiscal Year 2018.
“Sailor of the Year has been the best part of my career so far. I love boards,” McDonell said, adding that being selected for the command’s MAP was a definitive surprise.
“I was shocked, because it’s not every day a logistic specialist get selected above a (hospital) corpsman in a (naval) hospital,” noted McDonell.
McDonell attests that the most challenging aspect of her job so far is leading and training seven Sailors, but it’s in line for the career goals she has in mind.
“Where am I going from here? Chief, all the way,” exclaimed McDonell.
MAP authorizes commanding officers to advance eligible enlisted Sailors in paygrades E5 and below to the next higher paygrade, and acknowledge those personnel who have demonstrated they are ready for the next level of responsibility by advancing them in rate. The program also grants greater authority to individual commands to better structure their manning levels, and overall helps the Navy by continuing to develop and reward talented Sailors.
Although the majority of enlisted Sailors at NHB are hospital corpsmen, there are another handful of support staff rates, such as religious program specialist, personnel specialist, and master-at-arms. As a logistics specialist, McDonell handles such duties as identifying, ordering, stocking and issuing repair parts, clothing and general supplies utilizing the Navy Supply System. She is responsible for proper follow up and receipt procedures, warehouse layout and storage, and the proper operation of the Government Purchase Card Program utilizing open market purchasing. Additional duties include maintaining inventory databases for material stocked in the warehouse, maintaining financial records and accounting systems; organizing and maintaining property accounting databases, correspondence files and reports.
When asked to sum up her experience with Navy Medicine in one sentence, McDonell replied, “It's been stressful, but the outcome has been worth it.”
