    Surface Combat Systems Training Command (SCSTC)

    SAN DIEGO (NNS) – Center for Surface Combat Systems’ (CSCS) Mine Warfare Training Center (MWTC) held a change of command ceremony at the Admiral Kidd Center onboard Naval Base Point Loma, Calif., May 2.

    Cmdr. Doug Carmack was relieved by Cmdr. Dawn Ricketts.

    Carmack assumed command in April 2017. During his tenure, he served as the CSCS’ mine warfare advocate, collaborating with mine warfare commands to determine fleet training requirements in support of the Surface and Expeditionary Warfare Training Committee. His efforts led to the funding of a variety class upgrades and the development and institution of the MK-18 Unmanned Underwater Vehicle course.

    Carmack was presented the Meritorious Service Medal for his performance and said his tour at MWTC was the highlight of his career thus far.

    “I didn’t know anything about Minemen before arriving here, but now I don’t want to leave them,” he said. “They are the best rate in the Navy!”

    Ricketts is coming off a successful tour as executive officer of USS Anchorage (LPD 23), with a plethora of mine warfare experience. She previously served as executive officer of both USS Pioneer (MCM 9) and USS Ardent (MCM 12); and as commanding officer of USS Devastator (MCM 6) and USS Scout (MCM 8). Ashore, she rounded out her mine warfare experience serving as exercise designer and surface warfare advanced tactical training MCM lead at Surface and Mine Warfighting Development Center Mine Warfare Division.

    Ricketts thanked Carmack for turning over a great command, emphasizing the standing legacy of MWTC to the fleet.

    “In my short time onboard, I can already tell that your drive to be the best, your professional aptitude, and finally, what I consider the most important, your attitude, have defined Mine Warfare Training Center,” she said.

    MWTC develops and delivers mine warfare training and education, enabling the fleet to conduct combat operations at sea. Naval mine warfare training has roots reaching back to December 1940, when Naval Schools Mine Warfare (NSMW) was established.

    CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 14 learning sites and detachments, including MWTC, located throughout the continental United States, Hawaii, and Japan and manages and operates a Naval Education and Training Command (NETC) training division in Rota, Spain. CSCS provides over 538 courses, awards 114 different Navy Enlisted Classifications (NECs), and trains over 38,000 Sailors a year. CSCS delivers specialized training for Officer and Enlisted Sailors required to tactically operate, maintain, and employ shipboard and shore-based weapons, sensors, and command and control systems utilized in today's Navy.
