NSA Bahrain Receives Emergency Management Training

Emergencies come in many forms: a fire, a gas leak, an unauthorized gate entry. That’s why it’s imperative base personnel are always ready for action.

Commander, Navy Installations Command (CNIC) Shore Operations Training Group (SOTG) delivered a three-day Expeditionary Operations Center (EOC) team-trainer course to Naval Support Activity (NSA) Bahrain from May 6-8.

The goal of the course was to prepare NSA Bahrain personnel in the event of a real-life emergency.

“This is a team-trainer scheduled every three years and ideally pre-FEP (Final Evaluation Problem) in the training and assessment cycle. A two-person CNIC team will train NSA Bahrain’s Incident Management Team; primarily the EOC watch standers, primarily in emergency management and command control and communication utilizing a curriculum that is tailored to NSA Bahrain’s requirements in order to ensure installation operational readiness and optimally support the fleet, fighter, and family,” said CNIC N36T Branch Head, Shore Operations Training Group (SOTG) Chief Mike Crockett prior to the training. “These are team trainers where all N-Codes (fleet & family, operations, facilities) are brought together just as they would in a real emergency.”

NSA Bahrain Emergency Management Officer Dave Dougherty also highlighted why trainer courses such as this one are so vital.

“The course is important because it standardizes training across the CNIC enterprise and reinforces National Incident Management System (NIMS) and Incident Command System (ICS) principles. These systems enable commanders to effectively manage incidents,” he said. “This course trains Emergency Operations Center staff to operate smoothly as a team while
maintaining Command, Control, and Communications (C3) of emergency response assets. The EOC supports incident commanders on scene in response to various man-made and natural disasters. The EOC staff advises and recommends various courses of action to the Commanding Officer, who has ultimate authority and responsibility for emergencies on his base.”

Overall, Crockett emphasized that the training would strengthen personnel’s skills in a meaningful way, “helping them develop the team skills necessary to help bring order out of chaos during an emergency.”
