Sailors attached to the future USS Delbert D. Black (DDG 119) recently received Pre-Commissioning Crew Training at the DDG 51 Land Based Engineering Site (LBES) aboard Naval Surface Warfare Center, Philadelphia Division (NSWCPD).
The training at LBES offers DDG 51-class engineering Sailors an opportunity to get familiar with the equipment they will operate on their ship prior to deployment. More than 67 crews have received training at LBES since 1991.
“I feel that LBES is an essential part of Navy fleet readiness.” said Gas Turbine Systems Technician 1st Class Jesse Van Harlinger. “I will have seen the equipment prior to arriving to the ship and I will have a basic understanding of the systems that pertain to my rate.”
The Sailors go through a four-week training evolution comprised of classroom sessions and briefs, as well as, hands on learning. Instructors who serve as the Navy’s In-Service engineering experts, pass along their contact information so the Sailors have a LBES point of contact when they are on the ship.
Both NSWCPD’s training instructors and the Pre-commissioning Training Crew engineers who attend this training agree that it is valuable to the fleet.
“For me the most valuable part of the training is the hands on training on the electrical systems and switchboard,” said Van Harlinger. “I will leave here with training material and contact numbers that I can utilize for years to come.”
NSWCPD’s DDG 51 LBES also serves as a testbed for all new software rolling out to the fleet as well as providing evaluation of new hardware and shipboard components. The site holds the DDG 51 propulsion system and provides a platform for immediate investigation, replication, analysis and resolution of both fleet and new construction vessel operational and maintenance problems with no impact on ship schedules. The site is currently undergoing a significant upgrade to add DDG Flight III major components to support testing and validation of hardware and the Machinery Controls System (MCS) in support of this acquisition program.
NSWCPD’s DDG 51-class LBES has supported the fleet for 30 years and will continue to be useful as long as the DDG 51 class is in service.
NSWCPD employs approximately 2,600 civilian engineers, scientists, technicians, and support personnel doing research and development, test and evaluation, acquisition support, and in-service and logistics engineering for Navy ships. NSWCPD is also the lead organization providing cybersecurity for all ship systems.
