CORPUS CHRISTI, Texas -- Naval Health Clinic Corpus Christi (NHCCC) held a change of command ceremony June 7 at Naval Air Station Corpus Christi, Texas.
Capt. Eric S. Evans relieved Capt. Miguel A. Cubano as commanding officer of NHCCC.
Cubano, who served as NHCCC’s commanding officer since July 2017, was recognized for extraordinary leadership and keen business expertise while directing the execution of a 33 million dollar budget, and the implementation of a robust third party insurance collections program that generated a record 1.6 million dollars.
Recognizing the patient safety risks of chronic opioid dependency, Cubano led reduction of prescribing of morphine equivalent doses of greater than 50 by 74 percent and reduced the number of patient opioid use for more than 90 days by 64 percent.
Additionally, he led the establishment of the first ever tele-health initiative with San Antonio Military Medical Center to provide virtual behavioral health services, resulting in 66% decrease in urgent appointment wait times and a cost-avoidance of $300K.
Finally, during his tenure, Cubano served as chief editor for the peer-reviewed "Emergency War Surgery" manual; the foremost authority guiding knowledge, skills, and assessments for all surgical specialties throughout the three Services.
Before relinquishing command, Cubano spoke of thanks during his final speech as the commanding officer. He gave recognition to his love ones, previous mentor who imparted guidance, and to his cadre and staff.
“This is a very incredible moment in my life, and it’s a moment that I am very glad to share with all of you,” said Cubano. “I want to especially thank my corpsmen because they are the first to interact with our patients, at the hospital and in combat operations. And they do a fantastic job. I also want to thank our civilian personnel. They are the corporate knowledge, the foundation of who we are and what we do.”
Evans, former executive officer, Navy Medicine Training Support Center, Joint Base San Antonio – Fort Sam Houston, assumes command of 473 active duty, civilian and contract staff at NHCCC.
Military honors were rendered for special guest speaker Rear Adm. Ann M. Swap, commander of Navy Medicine East.
Cubano’s next assignment will be as Commanding Officer NATO Role 3 Multinational Medical Unit, Kandahar Airfield, Afghanistan.
NHCCC, its two Naval Branch Health Clinics in Fort Worth and Kingsville, and San Antonio Detachment, provide care and support to nearly 14,000 beneficiaries throughout the Texas area of responsibility and four adjacent states.
