Naval Information Warfare Systems Command (NAVWAR)

Naval Information Warfare Systems Command (NAVWAR) upgraded its Network Integration Engineering Facility (NIEF) to better support the design and delivery of advanced information warfare capabilities to the fleet.

The NIEF, developed and managed by Naval Information Warfare Center Pacific (NIWC Pacific), and located at NAVWAR headquarters in San Diego, specializes in the rapid design and integration of commercial and government off-the-shelf products for military applications. It also provides environmental qualification testing services for those products, which applies to both the development of new systems and upgrades to existing systems.

“Thanks to our team across the NAVWAR enterprise and the Navy, the NIEF directly supports our mission to identify, develop, deliver and sustain information warfare capabilities and services for the fleet,” said NAVWAR Commander Rear Adm. Christian Becker.

To commemorate the newly modernized NIEF, NAVWAR held a ribbon-cutting ceremony June 20. Upgrades to the facility involved the conversion of an open, unsecured production area to an environmentally controlled secure facility. The new facility supports application pre-loading and provides a classified space where integrated teams can work together to deliver high quality information warfare capabilities.

“This is all about delivering information warfare capabilities that enhance fleet readiness,” said NIWC Pacific Commanding Officer Capt. Mel Yokoyama. Referring to initial testing conducted with a zero error rate; Yokoyama stressed the accomplishment to attendees. “You made an impact today. This new capability is what the fleet needs to maintain a competitive advantage in this era of great power competition.”

Many Navy systems such as the Consolidated Afloat Networks and Enterprise Services (CANES) require a secret level facility to enable loading certificates, software applications and secret compartmental information internet protocol, all of which if performed at the NIEF would significantly reduce the install time on the ship.

Other benefits of the upgraded facility include:

    • Improved delivery of integrated capability
    • Reduced shipboard installation timeline and impact on Sailors
    • Increased first pass yield during system operation verification and testing
    • A cross-system collaborative environment for the military, government and industry
    • Increased capacity from 159 to 350 server and equipment racks

NIEF customers include Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I), Program Executive Office for Enterprise Information Systems (PEO EIS), Naval Network Warfare Command (NETWARCOM), Naval Sea Systems Command (NAVSEA) and Naval Air Systems Command (NAVAIR).

Together with partners in the Information Warfare enterprise, NAVWAR will continue to work toward improving the efficiency and effectiveness of delivering information warfare capabilities to the fleet.

A landmark naval research facility in San Diego for 79 years, NIWC Pacific consists of 4,900 professionals focused on a mission to conduct research, development, engineering, and support of integrated command, control, communications, computers, intelligence, surveillance and reconnaissance, cyber, and space systems across all warfighting domains.

NAVWAR identifies, develops, delivers and sustains information warfighting capabilities and services that enable naval, joint, coalition and other national missions operating in warfighting domains from seabed to space. NAVWAR consists of more than 11,000 active duty military and civil service professionals located around the world.
