    Officer Training Command Trains Local Emergency Services in Fleet Damage Control

    NEWPORT, R. I. (July 1, 2019) – Officer Training Command, Newport (OTCN) recently collaborated with local civilian emergency service providers to improve mutual response capabilities.

    The Sailors assigned to Technical Training Department (TTD) trained 40 Federal Fire (FEDFIRE) Fighters and Mutual Aid partners from the Rhode Island cities of Newport, Portsmouth, Middletown, Fall River, and Bristol Emergency Services (EMS) in the 19F3A Fire Trainer. The 25 Sailors in TTD delivered both classroom and practical application in advanced shipboard firefighting tactics to civilian professionals who do not normally train for these emergencies.

    When National Oceanographic and Atmospheric Administration (NOAA), United States Coast Guard (USCG), and United States Navy (USN) ships assets come to Newport, FEDFIRE responds first to shipboard emergencies in port. When FEDFIRE exhausts their resources responding to a major event, they will need relief to stay in the fight. This is where the Mutual Aid EMS come in to keep battling the casualty.

    The Sailors from TTD bring their vast fleet experience to teach, demonstrate, and eventually guide FEDFIRE and Mutual Aid through controlled casualties in the $20M firefighting training facility. Training to fight a shipboard casualty is considerably different from the structural firefighting the participants normally encounter on a day-to-day basis, and practicing in a simulator that can demonstrate those differences is essential.

    From basic nomenclature used in communications to advanced shipboard space management, the Sailors from OTCN TTD have developed a methodology to train the various organizations to work together. Aligning practices and knowledge, procedures and language between FEDFIRE, Mutual Aid Organizations, USCG, and USN is imperative if the efforts to combat casualties are to be successful. The partnerships between responders inside the Department of Defense and those of the communities they reside in foster enduring relationships that contribute to long-lasting bonds.

    OTC executes five officer-training programs located aboard Naval Station Newport, Rhode Island. These include Officer Candidate School (OCS), Officer Development School (ODS), Direct Commission Officer Indoctrination Course (DCOIC), Limited Duty Officer and Chief Warrant Officer (LDO/CWO) Academy and Seaman-to-Admiral (STA-21) program.

    OTCN is currently supported by Naval Service Training Command (NSTC), commanded by Rear Adm. Jamie Sands, and his NSTC staff, headquartered at Naval Station Great Lakes, Illinois.

    NSTC supports 98 percent initial officer and enlisted accessions training for the Navy. This training includes the Naval Reserve Officers Training Corps (NROTC) program at more than 150 colleges and universities that either host NROTC units or have cross-town enrollment agreements with a host university. NSTC also supports OTCN in Newport, Rhode Island, Recruit Training Command (RTC) at Naval Station Great Lakes, as well as Navy Junior Reserve Officer Training Command (NJROTC) and Navy National Defense Cadet Corps (NDCC) citizenship development programs at more than 600 high schools worldwide.
