YOKOSUKA, Japan – Cmdr. Brian Schulz relieved Cmdr. Joel Yates as commanding officer of Navy Information Operations Command (NIOC) Yokosuka during a change of command ceremony at the Admiral Arleigh A. Burke Officers’ Club on July 12.
Vice Adm. Timothy “T.J.” White, Commander, U.S. Fleet Cyber Command/U.S. 10th Fleet (FCC/C10F), was the ceremony’s guest speaker and presiding officer. Lt. Cmdr. Phillip Menard, executive officer of NIOC Yokosuka, officiated the ceremony.
Yates, a native of Beaverton, Michigan, has commanded NIOC Yokosuka since August 2017 and will report to the Office of the Director of National Intelligence as a Fellow. He commended the crew for their professionalism during his tour.
"The crew had to be agile and flexible to keep up with the dynamic nature of 7th Fleet operations - and they did,” said Yates. “Our team of Sailors and their families are the reason we excelled.”
Schulz, a native of Round Rock, Texas, most recently served as deputy director of Intelligence and Force Cryptologist at Commander, Naval Forces Europe-Africa/U.S. 6th Fleet. He was commissioned as a Naval Cryptologist after earning a Bachelor of Science Degree in Quantitative Economics from the U.S. Naval Academy in 2002. He holds a Master of Science Degree in Information Warfare Systems Engineering from the Naval Postgraduate School.
“I am thrilled to be here and join the team,” said Schulz. “Your reputation throughout the cryptologic and information warfare enterprise and across the waterfront is sterling. What you do, every single day, is critical. We are the competitive advantage for the Navy the nation needs.”
NIOC Yokosuka, a subordinate command of FCC/C10F, deploys expertly trained information warfare officers and enlisted information warfare specialists, and equipment to conduct signals intelligence, electronic warfare and cyber operations in support of forces operating in the Pacific theater and U.S. 7th Fleet area of responsibility.
Since its establishment, FCC/C10F has grown into an operational force composed of more than 14,000 active and reserve Sailors and civilians organized into 28 active commands, 40 cyber mission force units, and 27 reserve commands around the globe. C10F, the operational arm of FCC, executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides support of Navy and joint missions in cyber/networks, cryptologic/signals intelligence and space.
