RALEIGH, N.C. - North Carolina National Guard (NCNG) service members, friends, family members and distinguished guests attended the change of command ceremony to welcome the new commander of 60th Troop Command at the Claude T. Bowers Military Center here, Nov. 2, 2019.
U.S. Army Col. Jeffrey Bain, the outgoing 60th Troop Command brigade commander relinquished his command responsibility to U.S. Army Col. Tobin Clifton, the incoming 60th TC brigade commander, symbolized by the passing of colors.
“I am grateful for the opportunity to lead such an outstanding organization,” Clifton said. “It’s an absolute privilege to command American Soldiers.”
Clifton began his military career in 1989 in the Arkansas Army National Guard and commissioned through officer candidate school in 1994. Clifton later joined fellow guardsmen of the NCNG in 2001. He has commanded Soldiers of the 1st Battalion, 113th Field Artillery Regiment and the 30th Armored Brigade Combat Team.. He also served as a state training officer and NCNG chief of joint staff. Throughout his military career, Clifton has served in combat deployments in support of Operation Desert Shield and Desert Storm in 1990 and Operation Iraqi Freedom in 2004 and 2009.
The successes of the outgoing commander, Bain, were also recognized to commemorate the 30 months of excellent leadership he displayed while commanding Soldiers of the 60th TC through conducting various federal and state missions.
“I want to thank Maj. Gen. Lusk for his confidence and trust in me and giving me the opportunity to command this great organization,” Bain said. “Without your [Soldiers of 60th TC] support, I can definitely say that all of Troop Command’s accomplishments over the past 30 months would not have occurred.”
60th TC is the most diverse brigade of the North Carolina Army National Guard, comprised of special operations companies, a field artillery battalion, a recruiting and retention battalion, an explosive ordnance disposal Company, an Army band company, a medical detachment, a public affairs detachment, and a military history detachment.
“We have just recounted now the last few minutes of the last two and half years of the incredible accomplishments of the 60th Troop Command, and I know that’s due to your [Bain] leadership, and I thank you for leaving me in a good position to carry on what you have done,” Clifton said.
