Thirty-five of U.S. Pacific Fleet’s (PACFLT) newest Navy civilian employees got a glimpse of daily shipboard life and operations through the Navy Civilian Acculturation Program (NCAP) Oct. 30.
The Chief of Navy Operations (CNO) debuted the rollout of the NCAP in NAVADMIN 158/19. NCAP aims to introduce Navy culture to new civilian employees with no prior Navy experience.
The CNO’s Navy Civilian Workforce Framework outlines how the nearly 200,000 Navy civilian employees bring a unique set of knowledge, skills, and capabilities that are invaluable to mission success. NCAP augments commands’ onboarding and indoctrination programs by providing a broad cultural overview of Navy people, structure, operations, heritage, and history.
“We are thrilled to support the CNO’s Maritime Design and integrating our total work force through this important effort,” said Lynn Simpson, director, Total Fleet Force manpower and personnel, U.S. Pacific Fleet. “This program is an excellent way to bring the Navy to life for our new civilians and align purpose and meaning to the critical work each has to deliver the Navy the nation needs.”
Participants from several Oahu-based commands, including Naval Facilities Engineering Command (NAVFAC) Hawaii, PACFLT Human Resources Office (HRO) Hawaii, and Commander, Submarine Force, U.S. Pacific Fleet attended a welcome brief at PACFLT headquarters, followed by tours of USS Halsey (DDG 97) and USS Springfield (SSN 761).
“NCAP offers our new civilian Sailors a chance to meet the Fleet by getting out to the waterfront to talk with our uniformed Sailors and see the weapons systems they operate,” said Todd Schafer, executive director and director of staff, U.S. Pacific Fleet. “We hope to help them understand how their work will contribute to winning the high-end fight, winning without fighting, and building and sustaining readiness.” U.S. Fleet Forces Command hosted the pilot orientation in Norfolk. PACFLT will hold another event with Navy civilians during San Diego Fleet Week Nov. 6.
“This training has been very valuable,” said Prabha Bajracharya, a new civilian employee of NAVFAC Hawaii. “Getting a glimpse of how Sailors operate in their day-to-day lives aboard the ship, and learning the big picture about how the Navy functions gives me perspective that I can apply back in my office.”
