Naval Support Activity Annapolis (NSAA) partnered with the city of Annapolis, Anne Arundel County, Anne Arundel Medical Center and Baltimore Washington Medical Center to conduct an active shooter and mass casualty exercise on base as part of Citadel Shield-Solid Curtain (CS/SC) 2020, Feb. 5.
CS/SC is an annual two-week anti-terrorism and force protection exercise conducted by Commander, Navy Installations Command and Commander, U.S. Fleet Forces Command on all Navy installations in the continental United States.
“We had a really good exercise today,” Brian Kelm, deputy commander of NSAA. “We validated our planned responses and immediate actions. It was very, very good and we’re taking away lessons so we can improve how we respond to these types of situations.”
“It’s important to run these exercises because we need to make sure we know how to properly respond to any situation, such as an active shooter, on this installation. We always make sure our skills are honed for this type of action,” said Kelm.
Because so many people live on and around the installation, NSAA makes security a year-round priority.
“We have 6,000 people living on our installation and it’s our job to make sure they’re safe. We want them to be able to come to work in a safe and secure environment and things like these exercises help us make sure we can do that.”
Towards the end of the exercise, emergency personnel treated dozens of volunteers playing wounded victims and transported them to Anne Arundel Medical Center and Baltimore-Washington Medical Center.
“Anne Arundel Medical Center's collaboration with our Navy partners and their willingness to include the local and state emergency management assets is so very important for disaster and mass casualty preparedness efforts,” said Patty Sherman, Anne Arundel Medical Center Emergency Manager.
“This yearly mass casualty exercise provides us with multiple opportunities to facilitate current and future efforts in the provision of care and treatment of patients during a mass casualty incident. We thank everyone who supports this very large, complex exercise,” said Sherman.
