    U.S. Fleet Cyber Command / U.S. 10th Fleet

    FORT GEORGE G. MEADE, Md. (NNS) – U.S. Fleet Cyber Command/U.S. 10th Fleet (FCC/C10F) today announced the All Navy Cyber Competition Team (CCT) initiative for FY20 via Naval message, DTG 071913Z FEB 20.

    Now in its second year, the CCT is a dedicated effort to display the cyber talent resident in the Information Warfare Community and to highlight the spirit of competition, warfighting prowess, and professionalism that the Navy brings to competition in cyberspace. Team members will enhance their cyber skillsets, capture industry best practices, manifest new tactics, techniques and procedures (TTPs) and capabilities, aid recruiting efforts, and highlight areas for improvement across the cyber force.

    20 members will be selected to participate in the fiscal year 2020 CCT. The skills developed in, and demonstrated by the CCT are vital to maintaining readiness and asymmetric advantage in cyberspace. Team members will receive advanced training during a four-month temporary assigned duty (TAD) to the CCT in the Fort Meade, MD area. Team members will participate in team training events and attend select Capture-the-Flag (CTF) competitions.

    Applications are open to technically-oriented officers, enlisted personnel, regardless of rate, rank, or designator, both active duty and ready reservists, as well as Department of Navy civilians. For Reservists, they must be in a drilling status or full-time support and funded by parent command for reserve activation.

    To apply:
    • All applicants shall obtain their Operational Commander’s endorsement prior to applying in order to mitigate mission impact.
    • Applicants should possess the following skills, with specialization in at least one:
    o Software Reverse Engineering
    o Network and Computer Forensics
    o Binary and Source Vulnerability Discovery and Exploit Development
    o Dynamic Defense Creation
    o Web-Based Exploitation
    o Advanced Cryptography
    • Nominees must possess a service record that clearly demonstrates sustained superior performance and be fully capable of carrying out participant responsibilities of the CCT. All nominees must meet the following non -waiverable criteria, unless specified otherwise:
    o PRD no earlier than Sept. 2020. Exceptions will be considered with detailer approval.
    o No non-judicial punishment or courts-martial convictions in the last 36 months.
    o No alcohol-related incidents (civil or military) in the last 36 months. No DUI/DWI convictions within the last five years.
    o No financial instability/command directed counseling in the last 36 months.
    o No Physical Fitness Assessment failures in the last 36 months.
    o Applicants must possess a government travel card.
    Training, travel, and per diem will be provided by U.S. Fleet Cyber Command (FCC). Interested candidates meeting the above requirements must submit a package containing:
    • Commanding Officer signed letter of endorsement on command letterhead.
    • Operational Commander’s signed letter of endorsement on command letterhead (if different from Commanding Officer).
    • A one-page biography including prior relevant education, certifications, experience, and a self-assessment of technical skills outlined above in paragraph 4.
    The application package must be sent via encrypted email to LT Joseph Dean, 2020 CCT Team Lead, (443) 654-4265, joseph.w.dean@navy.mil, no later than March 9, 2020.

    Candidates passing initial screening will be contacted by the Cyber Competition Team technical interview team via email with a link to a technical skill assessment. If the candidate passes the technical assessment, and is selected, they will be contacted directly by the team lead. Final selections will be made by March 23, 2020. Those selected will be TAD to the Fort Meade, MD area from April 1 to August 14, 2020.

    Since its establishment, command has grown into an operational force composed of more than 14,000 active and reserve sailors and civilians organized into 28 active commands, 40 cyber mission force units, and 27 reserve commands around the globe. FCC reports directly to the chief of naval operations as an echelon II command and is responsible for planning, coordinating, integrating, synchronizing, directing, and conducting the full spectrum of cyberspace operational activities required to ensure freedom of action across all of the navy's warfighting domains in, through, and from cyberspace, and to deny the same to the Navy's adversaries. As such, U.S. Fleet Cyber Command serves as the Navy component command to U.S. Cyber Command, the Navy space component to U.S. Space Command, and the Navy's Service Cryptologic Component Commander under the National Security Agency/Central Security Service.

    FCC is responsible for Navy information network operations, offensive and defensive cyberspace operations, space operations, and signals intelligence. Comprised of more than 14,000 Sailors, Reservists and civilians stationed across the world, 10th Fleet is the operational arm of FCC and executes its mission through a task force structure similar to other warfare commanders.
