Buffalo, NY— The U.S. Army Corps of Engineers, Buffalo District has received $91,256,500 in the Fiscal Year 2020 Work Plan, to complete projects across the District’s area of responsibility. This is in addition to the $24,562,000 the District has already received in the Fiscal Year 2020 President’s Budget.
“This is a critical time for investments in our nation’s infrastructure,” said Lt. Col Jason Toth, USACE Buffalo District Commander. “I am encouraged that such a large investment is being made across the lower watershed of lakes Erie and Ontario, directly contributing to economic growth, quality of life, environmental health and national security for the American people.”

Projects to be completed by the Buffalo District include:
Formally Utilized Sites Remedial Action Program - Total $68,850,000
$ 800,000: Joslyn Manufacturing & Supply, IN - Conduct remedial investigation.
$500,000: Guterl Specialty Steel, NY - Complete the feasibility study and proposed plan. Perform annual groundwater sampling and analysis to detect potential contaminant migration.
$2,900,000: Niagara Falls Storage Site, NY - Complete feasibility study for the Balance of Plant (BOP) operable unit (OU), and start proposed plan, and the Vicinity Property H-Prime RI report. Contract acquisition planning for the IWCS remedial design.
$500,000: Seaway Industrial Park, NY - Begin preparation of scope of work for contract acquisition in FY 21. Provide project management, stakeholder coordination and outreach services.
$1,250,000: Tonawanda Landfill, NY - Complete excavation and disposal of material, and site backfill and restoration. Prepare construction completion report.
$500,000: Harshaw Chemical Company, OH Begin preparation of the record of decision (ROD), for final selected remedy.
$61,900,000: Luckey Site, OH - Conduct soils remediation activities, conduct fieldwork oversight, and perform annual groundwater sampling, testing and reporting activities. Award task orders to remediate approximately 20,600 cubic yards of contaminated soil.
$15,000,000: Shallow Land Disposal Area, PA - Maintain physical site security, operations, and maintenance; and prepare remediation work plans. Start infrastructure improvements and phased mobilization of the contractor.
$500,000: Superior Steel, PA - Evaluate and incorporate the pit sampling data into the RI report.

$1,250,000: Presque Isle, PA - Sand Nourishment
$2,000,000: Black Rock and Tonawanda Channel, NY - Funds will be used for navigation maintenance to replace the gate diagonal and pintle.
$3,700,000: Buffalo Harbor, NY - Funds will be used for navigation maintenance to repair the confined disposal facility #4 exterior dike, prepare a Times Beach confined disposal facility report; and evaluate the South and Old Breakwaters.
$4,500,000: Great Sodus Bay Harbor, NY - Funds will be used for navigation maintenance to repair the East Breakwater.
$48,000: Mount Morris Dam, NY - Funds will be used for pest and invasive species management and maintenance of Visitor Center.
$150,000: Ashtabula Harbor, OH - Funds will be used for navigation maintenance dredge material management plan.
$4,000,000: Cleveland Harbor, OH - Funds will be used for additional dredging activities and to construct the East Breakwater west end section.
$127,000: Conneaut Harbor, OH - Funds will be used for navigation maintenance dredge material management plan.
$150,000: Fairport Harbor, OH - Funds will be used for navigation maintenance dredge material management plan.
$38,500: Huron Harbor, OH - Funds will be used for navigation maintenance dredge material management plan.
