    VING facilities reconstruction underway

    The U.S. Army Corps of Engineers created projects to assist with the reconstruction of facilities for the Virgin Islands National Guard after extensive damage sustained by Hurricanes Irma and Maria, September 2017.

    Valued at $22 million, the hurricane repair project provides interior and exterior upgrades, funded through the National Guard Bureau.

    "The purpose of these projects are to recover from the hurricane damages and to build each facility to standard with better conditions," said Robert Gingras, construction and facilities management officer. "The overall project comprises of the SFC Leonard B. Francis Readiness Center, LTC Lionel A. Jackson Armory, 210th Regiment, Regional Training Institute, the United States Property and Fiscal Office, National Guard Hangar, and the Sprat Hall facility."

    The LBF readiness center commenced its construction in January 2019 after finances got approved in September 2018. New roof and air conditioning units will be replaced for each facility. "Currently, the team is heavily mobilized to complete on April 1st for the RTI building to meet accreditation," said Gingras. “To adhere to the October 1st deadline, Lionel A. Jackson Readiness Center, USPFO, and the Hangar are simultaneously under construction."

    "Solar panels were replaced on the Hangar, and some interior work is pending," said Bryon Todman, supervisor facilities operations specialist. “The construction at Sprat Hall has not started, but new electrical generators and measures to maintain mold contamination will be provided."

    "During the recent storms, a lot of the roofing blew off when it wasn't supposed to," said Gingras. "Therefore, the change in the design code to update the fasteners on the roofing caused a delay. We hope to hire two heating piping air conditioning mechanics on St. Croix and one on St. Thomas to maintain the facilities."

    The hurricane repair projects represent the latest in a series of projects the VING is constructing to offer better conditions for Soldiers, Airmen, and full-time employees.
