NORFOLK (Feb. 24, 2020) – The Navy Personnel and Pay (NP2) testing team hosted a Limited User Development Assessment at Commander, Navy Reserve Forces Command (CNRFC), Feb. 18-21.
NP2, a component of the MyNavyHR enterprise, focuses on providing adaptable solutions, timely pay, increased auditability and enhanced user experiences for Sailors, human resource employees and Navy leaders.
The NP2 Pay and Audit Transformation Lead with the Program Executive Office for Enterprise Information Systems (PEO EIS), Lt. Cmdr. Deborah Kelleyduke, said the first goal of the program was to take what has already proven to work with the active-duty Navy and merge those capabilities into the Reserve force pay processes.
“We took a fresh look at some of the reasons Reserve pay processes differ from active-duty pay and started coming up with solutions,” Kelleyduke said.
A main topic was the consolidation of active and Reserve pay systems to avoid delayed payments for duty that could occur during Reserve member transfers between active and Reserve pay status. Under the planned changes for the system, Sailors will receive pay effective upon eligibility or completion of duties through normalized mid-month and end-of-month payments or off-cycle payments.
The assessment included a demonstration of select NP2 capabilities, as well as limited user testing to confirm that NP2 conforms to its design-to-requirements for each test case and collecting feedback to log defects as identified. With the first set of capabilities developed, personnel and pay subject-matter expert (SME) feedback was solicited via questionnaires and stakeholder feedback was captured on training and system operability to inform future development.
“We chose to hold this first assessment in Norfolk because there is a large concentration of Navy personnel, which gives us the opportunity to test several different attributes like pay type and policies and conditions which the system is based on,” said Capt. Claudia Macon, MyNavy HR Reserve Transformation Lead at CNRFC.
NP2 Government Test Lead, Mr. Jay Zook, of Naval Information Warfare Center (NIWC) Atlantic, said all of the feedback gathered will be used to enhance the new system.
“Our aim is to not only ensure we produce a functional system, but a functional system that adds value,” said Zook. “Leadership has a chance to see what Sailors are looking for and determine if we are providing a product they’re going to use.”
Both Kelleyduke and Macon expressed the importance of keeping the focus of the design process on how the end user, Sailors, will be affected or benefit from the new system.
“Customers are essential,” said Kelleyduke. “We must ensure that we are partners in the process and include the customer’s expertise and feedback while addressing concerns.”
NP2 is slated to be ready to process its first payroll payout by January 2022, with continuing developments following until completion of a centralized that structure combines more than 50 systems and becomes the Navy’s single point of entry to support the Navy’s personnel and pay system needs. Currently, the NP2 development team is actively working on MyPCS for Reserves. This is a follow on the MY PCS capabilities delivered to the Navy active community in FY19.
“We want to be a total force,” said Kelleyduke. “We want to make sure every Sailor is paid accurately, timely and in a way that supports their missions.”
