    For nearly 60 years, the National Defense Authorization Act (NDAA) has charted a course for U.S. defense policy and provides funding to raise and support the U.S. military forces.

    The 2020 version of the NDAA, approved by Congress and signed by the president, includes several provisions affecting National Guard members and their Families.

    • Expanded Health Care Access: The 2020 NDAA allows Guard members who work as federal technicians, known as dual-status technicians, to qualify for TRICARE in 2030.

    • Pay Increase: Effective Jan. 1, 2020, the rates of monthly basic pay for members of the uniformed services increased by 3.1%.

    • Supporting the Civilian Workforce: Federal civilian employees now receive 12 weeks of paid parental leave.

    • New Record of Service: A form, similar to the Department of Defense (DD) Form 214, will be established by no later than Sept. 30, 2020, which summarizes the record of service for each member of the Armed Forces Reserve Components, including dates of active duty service.

    • Deployment Benefits: Guard members mobilized involuntarily for certain types of deployment rotations supporting combatant commands, known as 12304b orders, may now reach retirement faster, just as they would on other types of federal deployments including missions to what are commonly known “combat zones.” The change is retroactive to 2012.

    National Guard members who have questions about their benefits should contact their human resources representative or retention noncommissioned officer.
