SETM and ETM Program Module Applications due 15 May

Department of the Army Civilians are encouraged to apply through the 2020 Senior Enterprise Talent Management/Enterprise Talent Management programs for a plethora of competitive development opportunities that foster career growth and knowledge of enterprise concepts.
“The programs provide exceptional training opportunities for our next generation of Army Civilian leaders,” said Edmund Shaw, Civilian Leader Development Division chief for the Department of the Army. “These developmental programs will ensure that we are ready and capable to work in a variety of environments and side by side with our uniformed service members to achieve strategic advantage in a complex world.”
Each program has different requirements that must be met prior to selection. The deadline for the 2020 SETM and ETM programs is May 15.
SETM (GS-14/15) program Modules:
Project-Based SETM Temporary Duty Assignments- Senior Army Civilians can participate in a TDY developmental assignment intended to broaden their experience as part of a working group on a project designated by the command or organization. The TDY is not to exceed 179 days. A Mobility Agreement is not required, but a Continued Service Agreement is required.
Senior Service College- Participants have the opportunity to attend the Army War College either by Resident or Distance Education programs; the Dwight D. Eisenhower School of National Security and Resource Strategy; or the Naval War College senior level course. Selected applicants have the option to attend SSC in a TDY assignment or PCS status; however, students who complete SSC in a PCS status will be required to submit a MOBA and CSA.
Defense Senior Leader Development Program- This two-year comprehensive educational and developmental program is designed to inculcate participants with the enterprise-wide perspective needed to lead organizations and programs in the joint, interagency and multinational environments. DSLP includes attendance at an SSC, defense-focused leadership seminars and a developmental assignment. Eligible participants must submit a MOBA and CSA as part of their application.
Army Senior Fellowship- This 12-20-month comprehensive study and utilization program consists of graduate and industry training designed to build on participants’ Executive Core Qualifications. A designated fellow will have the opportunity to complete a senior level assignment, while allowing a selecting official the chance to temporarily fill an SES position.
ETM (GS-13-GS-12s by exception) Program Modules:
Command and General Staff Officers Course-Common Core- This 15-week blended development learning course prepares senior Army Civilians for positions of significant responsibility. Students selected to a CGSOC-CC satellite location will attend the course in a TDY-and-return status. Senior Army Civilians are also eligible to apply for the College of Naval Command & Staff Program -- a 10-month resident program at the Naval War College.
Executive Leader Development Program- Army Civilians who meet the prerequisites for selection will have the opportunity to gain exposure to the roles and mission of the Department of Defense as well as train with warfighters. Disclaimer: This program is both physically challenging and mentally demanding.
Project-Based ETM Temporary Duty assignments- Senior Army Civilians can participate in a TDY developmental assignment intended to broaden their experience as part of a working group on a project designated by the command or organization. The TDY is not to exceed 90 days. A Mobility Agreement is not required, but a Continued Service Agreement is required.
ETM Leadership Shadowing Experience- This experience allows participants to accompany and observe a senior executive service member (GS-15) in their daily work environment for up to 20 work days.
A SETM board will convene in July to select participants for the SETM program. In October, an ETM board will review applications for the ETM program. Final selection results will be published no later than January 2021.
