BREMERTON, Wash. (May 28, 2020) - Lt. Robert Chapin, from Sheridan, Wyoming, assigned to the Seawolf-class fast-attack submarine USS Connecticut (SSN 22) was presented the 2020 Rear Adm. Willis A. "Pilly" Lent Tactics and Warfighting Award, May 28.
Since 2016, the "Pilly Lent Award" has been presented annually to the officer recognized as the most tactically proficient submarine department head assigned to Commander, Submarine Force, U.S. Pacific Fleet (COMSUBPAC).
Chapin is Connecticut's weapons officer and has been assigned to Connecticut since January 2018.
"I never really thought that I'd be in the running for something as substantial as this," said Chapin. "Rear Adm. Lent was quite the submarine officer and it means a lot to be considered for this award, and to be honored by the Navy League. I couldn't have done it without my weapons department, chains of command, and fellow junior officers helping me along the way. You're only as good as the people who work for you and I've been lucky to have a lot of really good chiefs, junior officers and crew members that have gotten me this far."
The award itself was named in honor of the commanding officer of USS Triton (SS 201), then Lt. Cmdr. Willis A. "Pilly" Lent, who gave the order to fire the first torpedoes of WWII against the Japanese Navy, Dec. 10, 1941.
To be considered for the award, a top-performing department head must be nominated by their commanding officer. Squadron commanders research each candidate and forward their top choice to COMSUBPAC.
In his award recommendation, USS Connecticut's commanding officer Cmdr. Cameron Aljilani spoke of Chapin's many achievements and said his performance as weapons officer set the standard for leadership, tactical ingenuity and warfighting readiness.
"Lt. Chapin represents the legacy of Rear Adm. Lent based on his relentless pursuit of warfighting readiness and tactical improvement for the submarine force," said Aljilani.
The award was developed by the Navy League of the United States Bremerton-Olympic Peninsula Council in coordination with COMSUBPAC in 2016.
Bremerton-Olympic Peninsula Council President David Ellingson, and representatives Alan Beam, Guy Stitt and Patty Lent, former Bremerton mayor and Lent family representative, presented the award to Chapin.

"According to COMSUBPAC Instruction 1650.3, the award recipient is selected based on '…outstanding tactical performance, individual achievement, and excellence in leadership, with an emphasis on warfighting performance, in honor of Rear Adm. Willis A. Lent.' You, Lt. Chapin, stand out from your peers in this regard."
