ARLINGTON, VA – The Department of Defense (DoD) Military-Civilian Transition Office (MCTO) has rolled out a new enterprise learning management system (LMS) for the Transition Assistance Program (TAP). The platform is set to completely replace the TAP curriculum on Joint Knowledge Online (JKO) by September 30, 2020.

The new LMS, located at www.TAPevents.org/courses, can be accessed any time by transitioning service members, veterans, family members, caregivers and interested members of the public.

“Having a robust learning platform is an important factor in a successful transition,” said Tamre Newton, Director, MCTO. “Although this has been in the works for nearly a year, the training challenges presented by the COVID-19 pandemic were another reminder that we need a system that will help us address virtual challenges in new and inventive ways,” she continued.

In-seat learning is the preferred method of delivery for the TAP curriculum. However, as a result of COVID-19, many installations have moved to 100 percent virtual or a hybrid-delivery model for TAP curriculum modules.

MCTO, and the TAP Interagency partnership, understand the importance of having a streamlined, user-friendly interface that is conducive to knowledge retention and application.

This new platform is designed to be flexible to support individual learning schedules. Users will have the ability to go in and out of the course as needed without losing their course progress. Users will also have access to download applicable course materials and will be given instructions on how to complete the mandatory TAP career readiness standards.

Curriculum currently available in the transition training portal include:

    - DoD Managing Your (MY) Transition
    - DoD Military Occupational Codes (MOC) Crosswalk
    - DoD Financial Planning for Transition
    - Education Track: DoD Managing Your (MY) Education
    - VA Benefits & Services
    - Department of Labor (DOL) Employment Fundamentals of Career Transition
    - Employment Track: DOL Employment Workshop
    - Vocational Track: DOL Career and Credential Exploration
    - Entrepreneurship Track: Small Business Administration’s Boots to Business
    - Military Life Cycle courses
    - Federal Hiring

The LMS is also set up to track completion of congressionally mandated curriculum components transitioning service members are required to complete before separation or retirement. Course completion and registration is tied to their Electronic Data Interchange Personal Identifier associated with their common access card (CAC). Certificates will be indicated on the eForm DD 2648 after approximately 30 days.

Only service members utilizing the LMS for mandatory TAP requirements are required to register with a CAC.

“The entire world has had to adjust to a new state of learning and working, TAP has been no different. We are confident that this new system will help drive TAP into a new era of online learning and help support our warfighters and their families as they navigate the challenges of transition,” said Melinda Manyx, Curriculum Program Manager, MCTO.

    About the Military-Civilian Transition Office:

The DoD Military-Civilian Transition Office formed as a result of a merger between two DoD programs under the Defense Human Resource Activity’s Defense Personnel and Family Support Center in January 2020. The office provides policy and program oversight for the Transition Assistance Program and the Yellow Ribbon Reintegration Program.

MCTO’s mission is to continually improve the delivery of resources, information, and assistance provided through the programs, promoting their effective and efficient support of transitioning Service members and members of the National Guard and Reserve, their families, and communities worldwide.
