That is why, above all, we must further restrict contacts and extend the measures in order to reduce the number of new infections. Only then will we have a chance not to overburden the hospitals and our health system. We are aware that these are significant cuts that are causing a great deal of pain, especially in weeks before to Christmas, but these steps are necessary. Anything else would be irresponsible," Hessen’s Minister President Volker Bouffier and Economy Minister Tarek Al-Wazir said after the corona cabinet's digital meeting.

Bouffier pointed out that compared to other countries, Germany had taken rather "mild" measures with a lot of freedom of movement. He appealed the Hessen population to take every effort to "continue to adhere to the measures, let us remain calm, so that the number of infections decreases." The new regulation will apply from 1 to 20 December, as the Infection Protection Act stipulates that regulations should in principle be limited to four weeks. The Cabinet has decided on the following changes:
- Contacts in public are limited to 5 people from two households. Children up to and including 14 years of age are excluded from this regulation.
- Since housing is a particularly protected and private area, we urge to limit contacts in the same way.
- Mouth-nose coverings shall be worn in enclosed spaces which are accessible to the public or in the context of visiting or customer traffic. This also applies on public transport and at bus stops. The same applies to places in inner cities with a lot of public traffic. Specific locations shall be determined by the local authorities. In workplaces, a mouth-nose protection must be worn. This does not apply while sitting at the desk when the distance of 1.5 meters can be safely maintained.
The following square meter rules apply for retail and stores: no more than one person within 10 square meters sales area for the first 800 square meters of retail space and a maximum of one person per 20 square meters of sales space exceeding 800 square meters. The Quarantine Regulation includes an exception for persons transporting goods or goods by ship, air, rail or road. In addition, the use of daycare centers and schools is no longer impossible if family members of the students are quarantined for being contact persons. In addition, the Federal Government and the state governments agreed on the following points at yesterday's conference:
- Between 23 December to 1 January, the contact restrictions are to be adjusted: then 10 people are allowed to meet without a limit on the number of households. Children up to the age of 14 years are not included. This measure will be adopted in December by means of a new
regulation, since the Infection Protection Act stipulates that regulations should be limited to four weeks.
- For New Year's Eve, it is planned to regulate in the course of December that in the private sector, fireworks are allowed. However, they will be prohibited in public places and on busy streets.
- The discussions with the federal government have adopted the Hessen way to handle schools. Here, the health and school authorities themselves decide on their respective measures. Further measures will be taken if an incidence of 200 is reached. However, there is no automatism. Instead, it is necessary to decide on the ground which rules are most effective then. The Hessen state government supports classroom instruction because it ensures that all children remain at the same level of education. Of course, a model of alternated teaching can also be established on site if the situation so requires.
Starting at an incidence of more than 50 new infections per 100,000 inhabitants, secondary schools from grade 7 onwards are also required to wear mouth-nose masks in the classroom. This can also be introduced in elementary schools and in grades 5 and 6.
