    HOHENFELS, Germany- Units conducting training at the Joint Multinational Readiness Center use training vehicles for transportation, battle scenarios, or other training purposes. The Prepositioned Training Fleet shop located at the Hohenfels Training Area is responsible for managing the inventory turnover of these non-tactical vehicles in preparation for training rotations. These vehicles can be used by civilian contractors, multinational and rotational units, as well as the 1st Battalion, 4th Infantry Regiment.

    As the contracting officer representative at the Prepositioned Training Fleet, Chief Warrant Officer 3 Eduardo Riverazayas manages and oversees the maintenance of the non-tactical vehicles in the training fleet. He has been in this unit position since March 2018.

    “For these non-tactical vehicles, we rotate them as they become non-mission capable. We contact the Defense Logistics Agency to replace these vehicles with mission-capable vehicles,” said Riverazayas.

    To determine which vehicles are in good use for training at JMRC, Riverazayas examines photos of these vehicles and determine whether they are properly accessible at JMRC. However, there are times when the Defense Logistics Agency doesn’t always have a high volume of vehicles accessible. So, in order to receive more accessible vehicles, the fleet also contacts the U.S. Army Program Executive Office for Simulation, Training and Instrumentation for new vehicles. This program office also helps determine which vehicles are accessible use here at JMRC.

    Robby Hill, Deputy Project Manager, oversees maintenance of vehicles and manages customer service.

    “The older vehicles here at JMRC have many breakdowns, so it is always better to have brand new vehicles ready for the exercises,” says Hill. “This leads to a decrease in vehicle maintenance.”
    If the fleet is capable in finding new vehicles available, they don’t have to worry about maintaining the damaged vehicles themselves. They will instantly have mission-capable vehicles available at a moment’s notice.
    The fleet currently has 60 non-tactical used vehicles and have ordered 38 new vehicles for the upcoming rotations.

    The Training Fleet does make attempts to keep these training vehicles as long as possible. They keep within a limited budget to repair these vehicles with replaceable parts. However, if the vehicles have so much damage to the point where they can’t be repaired, they are thrown out.

    “Our job here is to make sure these vehicles are mission-capable for the troops,” says Hill. “These vehicles need to be maintained well enough, such as replacing a broken window frame, or else someone can get hurt conducting training with these vehicles.”

    “We have to determine the best financial method of repairing these vehicles. We dispose vehicles with body damages. We will keep vehicles if they only have minor damages as we can find the right replacement parts for them,” said Riverazayas.
    The intent is for JMRC to keep these vehicles for 3 to 4 years, Riverazayas said. It greatly helps the fleet to keep the vehicles for that duration, so that they have enough vehicle inventory for when new vehicles arrive.
    The employees at the training fleet greatly enjoy working in the section as some of them have been working at the fleet for over 10 years now.

    “It is a great experience to manage the fleet. I have the opportunity to work with civilians and local nationals to ensure we accomplish the mission,” said Riverazayas.
