    PANAMA CITY, Fla. - Naval Diving Salvage and Training Center (NDSTC) celebrated the launch of its Human Performance Center (HPC) with a ribbon-cutting ceremony on March 4.

    Cmdr. Erich Frandrup, commanding officer, NDSTC, provided opening remarks for the ceremony. Rear Adm. Pete Garvin, Commander, Naval Education and Training Command, and Lt Col Sean Wilson, attached to the Air Force’s 350 Special Warfare Training Squadron, Detachment 1, officially opened the center by cutting the ribbon.

    “This center is a great example of how the Navy employs the most effective and sophisticated means available to train our soldiers, sailors, airmen and marines into skilled combat-ready warfighters,” said Garvin.

    The Air Force purchased the 15,000 square-foot facility for the state-of-the-art HPC in Panama City, Florida. The center, which all four services will share, accommodates more than 1,400 students annually.

    CEODD created a human performance program in 2020 to make Navy divers and explosive ordnance disposal technician candidates stronger, faster, and more functionally fit using data-driven performance to increase physical readiness and decrease musculoskeletal injuries.

    “This facility contributes to our mission readiness by coaching and mentoring our students with certified athletic trainers, strength and conditioning coaches, and physical therapists,” said Frandrup. “The program enabled students to improve physical performance tests by an average of 16% in fiscal year 2019, and we have witnessed a 34% reduction in musculoskeletal injuries.”

    “There are five pillars that have been key to the success of the Human Performance program at the center [NDSTC],” said Mandy Campbell, CEODDs human performance manger. “Leadership by example, embedded athletic training model, research alignment, evidence-based best practice, and aligned available Navy systems recourses make this a successful program.”

    NDSTC, located at Naval Support Activity Panama City, Florida, is the largest diving facility in the world. NDSTC trains more than 1,200 students every year, including candidates for submarine SCUBA, U.S. Navy deep sea divers, Seabee underwater construction divers, joint service diving officers, EOD officers, diving medical technicians, diving medical officers, U.S. Army engineer divers, U.S. Marine Corps combatant divers, U.S. Coast Guard divers, and U.S. Air Force pararescue operators and combat controllers.
