DURRES, Albania - U.S. Air Force General Jeffrey Harrigian, commander of U.S. Air Forces in Europe and Africa, attended the DEFENDER- Europe 21 Opening Ceremony and Distinguished Vistor’s Day to observe Joint Logistics Over-the-Shore operations, as part of the theater-opening exercise Immediate Response linked to DEFENDER-Europe 21 on May 4, 2021.
Joint Logistics Over-the-Shore (JLOTS) is a unified commander’s joint employment of Army and Navy LOTS assets to deploy and sustain combat forces. JLOTS operations allow US strategic sealift ships to discharge and download equipment and personnel in austere environments, damaged ports, or over a bare beach. JLOTS assets and Army watercraft can also be used to project and reposition units and materials within a theater.
“This is a tremendous opportunity to see all the moving parts that are required to support a joint operation and demonstrate how we work together.” said Harrigian. “As you look at the movement from ship to shore, and integrate the air component along with all the other moving parts– this is really a great opportunity for us to practice that together.”
This is the first time since World War Two that a JLOTS operation has been executed and the first time that Albania has hosted a multinational training exercise of this nature.
“Working with the Albanians has been a tremendous opportunity for all of us in terms of building relationships, trust, confidence... and watching them provide everything we needed,'' said Harrigian. “The Albanians have been just a tremendous partner over the entire exercise, we have just really enjoyed working with our Albanian partners throughout the entire exercise.”

DEFENDER-Europe 21 is a large-scale U.S. Army-led exercise designed to build readiness and interoperability between the U.S., NATO allies and partner militaries. This year, more than 28,000 multinational forces from 26 nations will conduct nearly simultaneous operations across more than 30 training areas in more than a dozen countries from the Baltics to the strategically important Balkans and Black Sea Region.
