FORT BELVOIR, VA – Product Manager, Soldier Precision Targeting Devices (PdM SPTD) held a
Change of Charter ceremony on Fort Belvoir, June 18.
Lt. Col. Aaron Pearsall assumed leadership as PdM from Lt. Col. Jamal Williams, accepting
responsibility for the total life cycle management of SPTD programs.
PdM SPTD is a product management office within the Program Executive Office Soldier portfolio. Its
mission is to develop, produce, field, and sustain advanced targeting sensor capabilities to increase
lethality and survivability of dismounted warfighters across the full range of military operations.
Col. Doug Copeland, Project Manager for Soldier Maneuver and Precision Targeting, hosted the
ceremony, and highlighted the responsibilities and accomplishments of the SPTD program over the
last few years under the leadership of Williams.
“For the last three years, Jamal has expertly led his team at SPTD to rapidly deliver the best
targeting systems in the world,” said Copeland. “He’s led the way on all fronts and across all of his
programs. I’m very proud of the fact that you moved out with intent and collaborated with project
managers not only inside of PEO Soldier, but also with those outside. You can always be counted on
to do the right thing and blow us away with the results every time. Thank you for your hard work and
dedication to our Army and our Soldiers.”
Williams has more than twenty years of experience in acquisition, combat, and operational
assignments. He says his time serving as PdM of SPTD was special because of the family
environment in the organization.
“The SPTD family is so passionate. Everybody in there either knows someone who has worn the
uniform, has worn the uniform themselves or are currently in the fight. Aaron, you’re in good hands
and SPTD team, you’ve got a great leader coming on board,” said Williams.
Pearsall, a native of Oswayo, Pennsylvania, as PdM SPTD is now responsible for coordinating with
stakeholders to ensure seamless interoperability across the Army and Joint Enterprises. He says
he’s excited to be working with the SPTD team.
“I’m thankful for this opportunity to be part of PEO Soldier and SMPT, and the chance to lead the
great team that Jamal is handing off. To the members of SPTD, I feel very fortunate to lead a team
of this caliber and with such a great reputation. I look forward to working with you as we equip
Soldiers with world-class targeting sensor capabilities.”
