Members of the U.S. and local communities participated in a tsunami evacuation drill on Camp Foster Nov 9.

The annual drill, started in 2013, serves to strengthen evacuation plans for the west coast communities surrounding Camp Foster in the event of an earthquake or tsunami.

“The drill was held to make sure everyone knows the route, particularly the locals, the Chatan-Cho residents, and they know they can come safely on to Camp Foster, get in the gate, get up the hill and out the back side of our base to get away from any disaster, like a tsunami." said Col. Vincent J. Ciuccoli, camp commander of Camp Foster and commanding officer of Headquarters and Support Battalion.

On Nov. 5, 2012, the Local Implementation Agreement was first signed by then Maj. Gen. Peter J. Talleri, former Ginowan City Mayor Atsushi Sakima, and Chatan Town Mayor Masaharu Noguni. The tsunami caused by the Great East Japan Earthquake that occurred on March 11, 2011, made both U.S. military and local communities realize the necessity of such an agreement. Leaders renewed the agreement on Sept. 1, 2017.

The agreement enables local residents from low elevation areas to pass through the base safely and efficiently to higher ground in the event of a natural disaster. Residents of Mihama and Kitamae districts, which are in the Tsunami warning area on the Chatan Town Disaster Prevention Map, are the target communities.

This year is the first year that U.S. volunteers joined in the drill. More than 80 local residents from two districts and 88 Marines and civilians participated, according to Tukasa Higa of the Regional Safety Section, Chatan Town Hall General Affairs Division and Hiroko Tomimura, community relations specialist for Camp Foster.

Local residents entered Camp Foster from two gates: Gate 5, also known as the Kitamae or commissary gate, and from Gate 4, known as the Spot gate. The Kitamae gate route takes evacuees to Gate 7, the hospital gate, and the Spot gate route goes out to Gate 6, the Legion gate. The Kitamae route is shorter in distance, about 1 mile, but the slope is steeper, while the Spot route is about a half-mile longer but with a gentle slope. On foot, the Kitamae route takes about 20 minutes for healthy adults and around 26 minutes for the Spot route.

“It is important to know your evacuation routes for emergency situation. We want people to be proactive and prepare ahead.” said Higa. “By doing so, when a disaster occurs, they can act calmly and move safely and soundly to the designated areas. We want people to take action from a self-help perspective.”

At the closing, Vice Mayor of Chatan-cho Masakatsu Kamiyama also stated local disaster prevention capabilities enhanced through self-help and mutual assistance by conducting the drill, and thanked Camp Foster for opening up the gates for the residents.

“The Marines rely on Chatan-Cho to provide a place where we can go out on liberty, to stay in a hotel, or to enjoy the coastline. This is our way of giving back to them, letting them know that the gates are not shut and if it comes to an emergency the Marines here will welcome them on board," said Ciuccoli.

　米国および地元地域の人々は、11月9日に沖縄のキャンプ・フォスターで行われた地震・津波避難訓練に参加した。

　2013年に始まった、年に一度のキャンプ・フォスターでの訓練は地震や津波発生時に基地周辺西海岸地域住民の避難計画を強化することが目的だ。

　キャンプ・フォスター司令官、海兵隊基地本部及び支援大隊のビンセント・J・チコーリー大佐は、「この訓練は、みんなが、特に地元の人々や北谷町の住民などが避難経路を確実に知ること、誰もが津波などの災害時にはキャンプ・フォスターに安全に到着し、ゲートに入って丘を登ったら基地の後ろ側から出られるということを確認するために開催されました」と話した。

　2012年11月5日、当時のピーター・J・タレリ少将、佐喜眞 淳前宜野湾市長、野国 昌春北谷町長によって現地実施協定が初めて署名された。 2011年3月11日に発生した東日本大震災による津波は米軍と地域社会の双方に協定の必要性を認識させた。現地実施協定は2017年9月1日に更新された。

　協定は自然災害時に地元住民が安全かつ効率的に高台へと避難できるよう基地内を通ることを可能にした。北谷町防災マップの津波浸水予測エリアにある美浜地区と北前地区の住民が対象である。

　今年は、この訓練に米国のボランティアが初めて参加した年だ。北谷町役場総務課主幹の比嘉司氏とキャンプ・フォスター渉外官の富村浩子氏によると、美浜と北前の2つの地区と自主参加の84人の地元住民と88人の海兵隊と米国民間人が参加した。

　地元住民は、北前ゲートとしても知られるゲート5と、スポットゲートとして知られるゲート4、二か所のゲートから基地に入った。北前ゲートルートからの避難者は病院ゲートのゲート7に、スポットルートはリージョンゲートのゲート6に出た。北前ルートは距離が短く、約1.6kmだが、より勾配が急で、スポットルートは約2.6kmと距離は長いが、緩やかな勾配となっている。北前ルートは徒歩で、健康な大人で約20分、スポットルートは約26分かかる。

　比嘉氏は、「緊急事態に備えて避難経路を知ることが重要です。私たちは、人々が先を見越して前もって準備してくれるようにしたいのです」と言う。「そうすることで、災害が発生したとき、落ち着いて行動し、指定されたエリアに安全かつ健全に移動することができます。自助の観点から行動を起こしてほしい」と続けた。

　閉会式では北谷副町長の神山正勝氏はこのような訓練を継続的に実施することで「自助」と「共助」により地域の防災能力が強化されたと述べ、キャンプ・フォスターが住民と訓練参加者へ門を開放したことに感謝した。　

　「北谷町は隊員が自由に出かけたり、ホテルに泊まったり、海辺を楽しんだりできる場所を提供してくれています。これは私たちなりの彼らへのお返しです。私たちは門は閉ざされていないこと、緊急事態には、海兵隊員が彼らを歓迎することを彼らに知ってもらいたいのです。」とチコーリー大佐は語った。
